Technical traffic opening of the bridge still cannot be exploited
Although it has been technically opened to traffic since the end of March 2025, Quang Da bridge connecting Hoa Tien commune and Dien Ban Bac ward (Da Nang city) is still not officially operational because the southern access road is not completed. At the access to the bridge in Da Nang, barriers and no-entry signs have been placed, forcing people to continue to take roundabout, bumpy and potentially dangerous roads.
Ms. Truong Thi Lai (resident of Hoa Tien commune, Da Nang city) reflected: "Everyone here wants the roads to be completed soon for convenient travel. Going around like this is often very dangerous, especially in the evening when there is no street light system, the roads are not finished, and the rocky slopes are very prone to accidents.
Ms. Bui Thi Cam Van, a resident of Hoa Tien commune, said that the bridge is the long-awaited desire of the people, especially when previously travel between Quang Nam and Da Nang was mainly by boat, which was very dangerous in the rainy and flood season. "The bridge was built but the access road was not completed, so four-wheeled vehicles could not pass, and motorbikes had to weave through temporary dirt roads. People hope the government will soon complete the access road for smooth traffic" - Ms. Van said.
The southern access road is located in the Northern Ring Road project connecting to Quang Da bridge, with a length of more than 4.5km. After merging Quang Nam province and Da Nang, this project was handed over to the Quang Nam Provincial Construction Investment Project Management Board (under Da Nang City People's Committee) to take over as the investor, but the completion progress is still facing many problems with land.
To soon put traffic projects into operation and overcome the situation of bridges waiting for access roads due to site clearance and material sources, last March, the Chairman of the City People's Committee directed units to focus on thoroughly handling difficulties at a series of key projects such as Go Cuong bridge, Tam Tien, Tra Dinh, Le Bac, Tay Giang, Van Ly, Nghia Tu, Tan Binh, DH. 7 and the Northern Ring Road - access road to Quang Da bridge.
Investors have the task of presiding over and coordinating with localities to develop detailed plans on site clearance, material sources, construction progress, and at the same time individualize the responsibilities of each responsible official according to the principle of clear people, clear tasks, clear authority and clear results.
For slow-moving construction units, the city requests to review and resolutely terminate contracts with weak contractors, and at the same time strengthen supervision so that units can work overtime and increase shifts to ensure completion progress.
Terminating contracts with weak contractors
At the beginning of June, the Office of the Da Nang City People's Committee issued a notice of the conclusion of Vice Chairman of the City People's Committee Tran Nam Hung regarding accelerating the progress of bridge projects in the area, aiming to be completed in 2026.
For projects with slow construction contractors, the city shows a resolute attitude. Specifically, for the 3 bridges Cho Dun, Ly Ly and the railway overpass belonging to the traffic road project connecting production sub-regions with Que Son industrial zones and clusters, city leaders agreed on the policy of terminating construction contracts with contractors. At the same time, allow adjustments to reduce project investment scale but must ensure synchronous infrastructure connection and promote actual investment efficiency.
For the Tay An 1 and Tay An 2 bridge projects belonging to the flood avoidance road combined with Nam Phuoc urban development, the city requests to complete compensation payment, support and handover of land to households still in trouble in June and July 2026.
For the DH7 bridge projects across the Vinh Dien River and Tay Giang bridge (belonging to the Binh Sa to Binh Hai bridge project), relevant units must complete compensation dossiers before June 15, focusing equipment and materials to complete the project in December. Similarly, the Tra Dinh bridge project (section through Duy Nghia commune) is required to complete land price determination and resettlement arrangement in June to prepare for selecting a new contractor to continue construction at the end of this year.
