Right at the gate of the receiving point, the Ho Chi Minh City Department of Transport has posted a notice about adjusting the process of issuing, exchanging and reissuing driving licenses: "From February 19, the Department of Transport will only accept applications for issuing and exchanging car driving licenses with validity from 1 to 10 days compared to the expiration date on the license".
Currently, reception stations at Tan Son Nhi issuance and renewal point No. 111 only process applications for driving licenses that have expired before March 15. After this time, the issuance and exchange will be transferred to the Ministry of Public Security.
This means that those whose driving licenses expire after March 15 will have to return after February 20 to continue processing their applications.
Speaking with Lao Dong, Mr. Bui Hoa An - Deputy Director of the Ho Chi Minh City Department of Transport said that on February 17, the Department of Transport held a meeting with the Ho Chi Minh City Police to clarify the issue and will have an official announcement on the time of transferring tasks from the Department of Transport to the City Police.
However, Mr. An affirmed: "Our principle is not to interrupt the work of people and businesses. The issuance and exchange work will continue without any interruption".
Mr. Bui Hoa An also advised people not to panic at false information and rush to issue and renew licenses, which will cause overload at reception points.
"We recommend that people should not gather too many documents at one time. Experts from the Ho Chi Minh City Department of Transport will not be able to serve if this situation occurs" - Mr. An said.
The leader of the Ho Chi Minh City Department of Transport emphasized that if the driving license is still valid for less than 10 days, people should go to the points of renewal. For those who have an indefinite 2-wheel driving license, the renewal may be temporarily postponed because it is not necessary to do so at present.
To reduce the burden and make it convenient for people, the Ho Chi Minh City Department of Transport also encourages the use of online application submission services.

According to the Ho Chi Minh City Department of Transport, on average, each year the unit issues and renews about 600,000 driving licenses, accounting for 20% of the total in the country. However, from October 2024 to present, the number of renewal applications has increased dramatically, with nearly 890,000 license blanks as of December 2024.
Currently, the total number of driving licenses that need to be processed is up to 172,000, including 160,000 licenses for students who have achieved the test results from the beginning of November 2024 to January 18, 2025, 12,000 applications for reissuance from January 13 to January 24, and 800 applications for online registration via the Public Service Portal.
To solve this situation, units in Ho Chi Minh City are working overtime to meet the needs of the people. At the same time, priority is given to granting licenses to cases that are about to expire and registration documents before December 2024.
