HCMC spends more than VND12,400 billion to clear 1,091 households, expand National Highway 13 to 10 lanes

Ho Chi Minh City spends more than VND12,400 billion to compensate, support, and resettle about 1,091 households in 2025, serving the National Highway 13 expansion project.

Ho Chi Minh City has just added more than VND12,400 billion to the 2025 public investment capital plan to implement Component Project 1: Compensation, support and resettlement for the project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge, bordering the old Binh Duong Province).

This project is one of four major infrastructure projects approved by the Ho Chi Minh City People's Council under the BOT (build - operate - transfer) form in February 2025.

After merging with Binh Duong and Ba Ria - Vung Tau provinces, Ho Chi Minh City is speeding up the implementation of inter-regional transport projects, in which National Highway 13 is the artery route to the Northeast.

Current status of National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge) is 5.9 km long, the road surface is 19 - 27 m wide, and there are frequent traffic jams due to not being able to meet the large traffic volume.

According to the design, after upgrading, National Highway 13 will be expanded to 60 m, with a total of 10 lanes.

On the route, Ho Chi Minh City will build a 3.2 km long overpass (elevated road), 4 lanes, from the Binh Loi bridge intersection to the Binh Phuoc bridge intersection, with a maximum design speed of 80 km/h.

Under the overpass is a parallel road system on both sides, with 3 lanes on each side, with a maximum speed of 60 km/h.

In addition, to reduce traffic pressure at major intersections, the project will build two underpasses at the Binh Loi bridge intersection and Binh Phuoc bridge intersection.

The total area of land recovered for the project is about 39.54 hectares, affecting 1,091 households.

Of which, 238 households must be completely cleared, the remaining 853 households are partially cleared.

The National Highway 13 expansion project has a total investment of about VND 20,900 billion, divided into two component projects:

Component project 1: Compensation, support and resettlement with a total investment of VND 14,619 billion, using Ho Chi Minh City budget capital.

Component project 2: Upgrading and expanding National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge, with a total investment of VND 6,281 billion under the BOT form.

Along with supplementing capital for Component Project 1, the Ho Chi Minh City Department of Construction has also recently approved a plan to select a contractor to carry out the step of preparing a feasibility study report for Component Project 2. The city plans to spend more than 12.2 billion VND to organize 4 bidding packages to serve investment preparation work.

According to the plan, site clearance will be carried out from the third quarter of 2025 to the third quarter of 2026. After that, construction will begin from the third quarter of 2026, striving to complete the entire project in 2028.

After completion, the National Highway 13 expansion project will not only help reduce traffic congestion but also expand the gate connecting the old Ho Chi Minh City and Binh Duong province, contributing to the completion of the inter-regional transport network, promoting the socio-economic development of the region.
