On the morning of August 27, at the Fourth Session (specialized session), the Ho Chi Minh City People's Council unanimously approved the submission on the project to establish 29 wards based on the status quo of 29 communes under Ho Chi Minh City.
The project was built after the city reviewed and evaluated 54 communes currently. The results showed that 29 communes fully met 9/9 criteria according to regulations to establish urban administrative units.
29 communes proposed to be converted into wards include: An Nhon Tay, Binh Hung, Binh Chanh, Ba Diem, Binh Loi, Binh My, Dong Thanh, Hoc Mon, Hung Long, Long Hai, Long Dien, Nha Be, Ho Tram, Ngai Giao, Tan An Hoi, Tan Nhut, Tan Vinh Loc, Vinh Loc, Xuan Thoi Son, Thai My, Cu Chi, Dat Do, Can Gio, Hiep Phuoc, Phu Hoa Dong, Chau Pha, Long Son, Bau Bang and Bac Tan Uyen.
According to the Ho Chi Minh City People's Committee, the establishment of 29 wards does not change the natural area, population or total number of commune-level administrative units of the city. This is an adjustment of the type of administrative unit structure, reducing 29 communes and increasing 29 wards.
After completion, Ho Chi Minh City still has 168 commune-level administrative units. However, the structure will change from 113 wards, 54 communes and 1 special zone to 142 wards, 25 communes and 1 special zone.
According to the procedure, after being considered and approved by the Ho Chi Minh City People's Council, the project dossier will be sent to the Ministry of Home Affairs for appraisal.
After that, the dossier is submitted to the Government to report to the National Assembly Standing Committee for consideration and decision on the establishment of new wards.
Before building the project, 29 communes organized to collect people's opinions on the policy of establishing wards.
As a result, out of a total of 763,915 households in 29 communes, 724,638 households participated in contributing opinions, reaching 94.85%.
Among these, 721,728 households agreed with the policy of establishing wards, accounting for 94.48% of the total number of households. 2,802 households disagreed, accounting for 0.37%; 108 votes had different opinions or were invalid, equivalent to 0.014%.
Through opinion gathering, people are particularly interested in the conversion of administrative documents after the locality transfers from commune to ward.
Many opinions suggested that functional agencies issue unified guidelines to support people to adjust information on paper quickly and conveniently, limiting the occurrence of procedures and hassles.
In addition, people proposed that Ho Chi Minh City strengthen the assurance of security and order, social security and environmental sanitation in new administrative units, especially in the context of urbanization and population growth.
Some opinions also expressed concern about the tax policy after being transferred from commune to ward, and at the same time requested functional agencies to clearly inform about relevant regulations so that people can proactively grasp and feel secure.
