The Ho Chi Minh City People's Committee has just issued a plan to organize the collection of people's opinions on the establishment of urban administrative units (wards) based on the status quo of communes in the city.
Previously, the Standing Committee of the Ho Chi Minh City Party Committee had agreed on the policy of establishing urban administrative units in Ho Chi Minh City for 29/54 communes meeting all 9/9 criteria according to the provisions of Article 5 of Resolution 112/2025 of the National Assembly Standing Committee.
29 communes include: An Nhon Tay, Binh Hung, Binh Chanh, Ba Diem, Binh Loi, Binh My, Dong Thanh, Hoc Mon, Hung Long, Long Hai, Long Dien, Nha Be, Ho Tram, Ngai Giao, Tan An Hoi, Tan Nhut, Tan Vinh Loc, Vinh Loc, Xuan Thoi Son, Thai My, Cu Chi, Dat Do, Can Gio, Hiep Phuoc, Phu Hoa Dong, Chau Pha, Long Son, Bau Bang, Bac Tan Uyen.
Documents for collecting opinions include the draft project to establish wards, a summary of the project and the plan to organize the collection of people's opinions by the Ho Chi Minh City People's Committee and the People's Committees of communes.
These documents are publicly available on the city and local electronic information portals, and also posted at the commune People's Committee headquarters, community activity points and widely disseminated through mass media.
The opinion collection is carried out in the form of issuing forms to each household. Each household receives one opinion form on the establishment of a ward based on the original status of the commune where they reside.
The People's Committees of communes will establish ballot distribution teams of 3-5 members according to each hamlet and village. These teams have the task of distributing ballots directly to each household, recovering them on time and summarizing objective and complete results.
According to regulations, if 50% or more of the total number of households in the area agree, functional agencies will continue to complete the project to submit to the Commune People's Council for consideration.
In case this rate is not achieved, the locality must organize a second opinion poll. If after two opinion polls it still does not reach a minimum consensus level of 50%, the Commune People's Committee will report to the Ho Chi Minh City People's Committee for consideration and decision.
The time to complete the establishment of ballot distribution teams is before June 16, 2026. The work of collecting people's opinions must be completed before June 18, 2026.
The People's Committees of communes are responsible for summarizing the results of the opinion collection and sending reports to the People's Councils at the same level and the People's Committee of Ho Chi Minh City (through the Department of Home Affairs) before June 20, 2026.
Based on the results of taking people's opinions, the People's Committees of communes will advise the Standing Committee of the Commune Party Committee to consider, then submit to the Commune People's Council to organize a thematic meeting to give opinions on the establishment of wards. This work must be completed before June 22, 2026.
The complete dossier of the project will be sent by localities to the Ho Chi Minh City People's Committee through the Department of Home Affairs before June 26, 2026.
According to the procedure, the project to establish a ward will then be submitted to the Ho Chi Minh City People's Council for approval, sent to the Ministry of Home Affairs for appraisal, and the Government for consideration and submission to the National Assembly Standing Committee for decision.
