Approved in Decision No. 699/QD-BGTVT dated June 4, 2024 of the Ministry of Transport (now the Ministry of Construction), the project to invest in the route connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway has a total investment of more than 692 billion VND.
The project is invested by the Phu Tho Provincial Construction Investment Project Management Board. The construction package of the project has completed the selection of contractors and implemented construction from mid-February 2025 until now.
The expressway section built in the direction of the route will follow the existing Ho Chi Minh road, with a length of more than 2.7km, including 4 connections of the IC9 Intersection of Noi Bai - Lao Cai Expressway and the end point of Tuyen Quang - Phu Tho Expressway. The rest is the service road system.
According to the reporter of Lao Dong Newspaper in mid-September, along the Ho Chi Minh road section passing through Phu Tho ward (old Ha Loc commune) and Phong Chau ward (old Phu Ho commune), there are many human resources, vehicles, and raw materials for project construction.
It can be seen that the contractor is digging and filling the roadbed, rolling the road; building underpasses for people; constructing precast components.
In particular, many large reinforced concrete blocks have been built at the overpass at the intersection of provincial road 315B (connecting to the end point of Tuyen Quang - Phu Tho Expressway).
Here, the contractor is directing traffic in and out of the Tuyen Quang - Phu Tho expressway to serve the construction of this large project.
Mr. Han Quang Duy - a resident of Phu Tho ward - shared: "Hopefully the project will be completed soon and put into use to reduce the load on Ho Chi Minh road - a road that has been frequently crowded with vehicles, especially trucks, passenger cars, and tractors since the Tuyen Quang - Phu Tho expressway opened to traffic".
Mr. Do The Nam - Deputy Director of the Phu Tho Provincial Construction Investment Project Management Board - said that the Noi Bai - Lao Cai Expressway Connection Investment Project with Tuyen Quang - Phu Tho Expressway has been implemented to date with a value of about 70,402,000,000/ 427,816,603,000 VND (16.46%).
According to Mr. Nam, the contractor is currently implementing 3 construction phases:phase No. 1 is for the construction of underpasses, box culverts, precast components;phase No. 2 is for the construction of the overpass at the intersection of Provincial Road 315B;phase No. 3 is for the construction of the road. The construction teams are basically assessed to meet the schedule.
Along with that, the project has so far disbursed 139.290/692.565 billion VND (19.84%). Of which, consultation cost is 13.33 billion VND; construction cost is 126 billion VND; other costs are 0.046 billion VND.
Regarding site clearance, according to the report, the total area of recovered land is 3.31 hectares, the number of affected households is expected to be 177 households. Up to now, land, crops, trees and architectural objects on the land have been inventoried for 163/177 households.
The project connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway, when put into use, will help reduce the load on the Ho Chi Minh route, reduce traffic accidents, improve the exploitation capacity and investment efficiency of the two expressways, contributing to promoting socio-economic development.
