The Government has issued Resolution No. 115/NQ-CP dated April 29, 2026 on transferring Ba Vi National Park to the Hanoi City People's Committee for management.
Accordingly, the Government agreed in principle to transfer the management entity of Ba Vi National Park from the Ministry of Agriculture and Environment (MARD) to the Hanoi People's Committee for direct management as proposed by the MARD in Official Dispatch 4017/TTr-BNNMT dated April 23, 2026 and Report No. 4123/BC-BNNMT dated April 26, 2026 and by the Hanoi People's Committee in Official Dispatch No. 83/TTr-UBND dated March 31, 2026 and Report No. 139/BC-UBND dated April 23, 2026.
The management of forest resources, land, assets, finances and personnel of Ba Vi National Park is carried out in accordance with the provisions of law on forestry, environment, land, investment, finance, public assets and other relevant laws.
The Government assigns the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant agencies to carry out procedures in accordance with the law, organize the original handover of the organizational structure, personnel, forest resources, land, assets, finances, documents and related rights and obligations of Ba Vi National Park to the Hanoi People's Committee after a decision from a competent authority.
Hanoi City People's Committee coordinates with the Ministry of Agriculture and Rural Development to organize the reception and management of Ba Vi National Park according to regulations.
At the same time, preside over and coordinate with the Ministry of Agriculture and Rural Development and Phu Tho Provincial People's Committee to unify the management of the entire area and boundaries of Ba Vi National Park, ensuring the maintenance of the ecosystem, habitat, sustainability of the ecosystem and living environment of rare forest flora and fauna species in Ba Vi National Park, ensuring compliance with regulations on organizational structure, administrative boundaries, land management, resources, assets, investment and other relevant legal regulations.
Ba Vi National Park is one of the important special-use forests in the Northern region, with great value in biodiversity, landscape, environment and culture - history; is an important component in the ecological space of the Western Capital. Ba Vi National Park has an area of more than 9,700ha, of which about 73.9% of the area belongs to Hanoi City, and the rest belongs to Phu Tho province.
According to the most recent survey, the flora and fauna of Ba Vi National Park are very rich and diverse with 2,181 species of trees, 503 species of medicinal plants, 65 species of animals, 194 species of birds, 61 species of reptiles, 27 species of amphibians and 552 species of insects.
