Risk of affecting progress
On January 7, information from the Department of Transport of Quang Binh province said that there are still many difficulties in the process of site clearance for a number of key projects in the area.
Component project 1 - Coastal road under the Coastal Road and Nhat Le 3 Bridge Project (Quang Binh province) with a total length of 80km. Total investment is 2,197 billion VND, implementation period from 2021 - 2026. Up to now, the scope of construction site handover is 70.49/80km (reaching 88.1%), however, it is interrupted and discontinuous, causing difficulties in the implementation of construction by contractors.
The reason is due to problems related to the valuation of assets created on forest land, resettlement issues, compensation for aquaculture farms, review of ownership procedures, recommendations for houses close to landmarks...
In addition, the project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section (Quang Binh) is also stuck with land clearance so it has not been constructed synchronously.
This project has 2 component projects, for component project 1, investing in the construction of National Highway 12A, avoiding Ba Don town (Quang Binh province), the total length of the route is 5.76km. The adjusted total investment is 477,177 billion VND, construction from 2022 to the end of 2025.
Regarding the area passing through Quang Trach district, according to the route length, the approved area for site clearance is 2.67/2.85km (reaching 93.7%), the remaining unapproved area is 0.18km. The main problem is that the resettlement area has not been completed, the land user has been adjusted from the land managed by the People's Committee of Quang Xuan commune to household land...
Regarding the area passing through Ba Don town, according to the route length, the approved area for site clearance plan is 2.77/2.91km (reaching 95.2%); the remaining 0.14km at the intersection of Nguyen Trai street (in Quang Long ward) has 2 households that have not approved the plan due to waiting for price appraisal.
People expect the project to be completed on schedule.
In component project 2, the investment to complete National Highway 12A bypassing Song Gianh Cement Factory (Quang Binh province) with a total length of 5.07km. The adjusted total investment is 63,977 billion VND. Currently, component project 2 has completed the handover of the site and is under construction.
Quang Binh Department of Transport is recommending that localities urgently complete the construction of infrastructure for resettlement areas, approve compensation plans, organize lottery draws, and pay compensation to people.
Mr. Hoang Van Quan - a resident of Dong Hoi City (Quang Binh Province) - expressed his high consensus on the coastal road project being implemented through the locality. According to Mr. Quan, this is an important project, not only helping to connect traffic, promote socio-economic development but also opening up many opportunities for tourism and trade in Quang Binh Province.
He hopes that the authorities will coordinate closely with the contractor, creating favorable conditions for the project to be implemented on schedule, helping people soon benefit from this route.
