Project in disarray despite deadline approaching
The project has a total investment of 600 billion VND, invested by the Department of Transport of Hoa Binh province. The Project Management Board for Investment and Construction of Transport Works of Hoa Binh province is entrusted to manage the project.
The project contractor is a consortium of Minh Faas Construction Joint Stock Company and Hoang Son Energy Investment Construction and Trade Joint Stock Company (subcontractor is Anh Ky Investment and Development Joint Stock Company). This is a Group B project, a level I road traffic project, started construction in March 2022 and is expected to be completed in December 2024.
At the construction site, the project is under construction with many machines and equipment. Some items have gradually taken shape, but the project is still in disarray. Many locations have not been constructed or are still unfinished even though the contract term of the project is about to expire.
Mr. Nguyen Van Dan (residing in Dan Chu ward, Hoa Binh city), when the project first started, everyone was happy and excited, but the construction work was not completed.
Difficult to reach the finish line, the project is asking for an extension
Regarding this issue, a representative of the Project Management Board for Investment and Construction of Traffic Works in Hoa Binh province said that the project has currently completed about 60% of the volume.
The project has basically completed the construction of the Quy Hoach road overpass and the Cham stream bridge; the reinforced concrete retaining wall of the approach road. Contractors are constructing the remaining items of the planned road overpass and Cham stream bridge; digging and replacing soil, treating weak soil... filling the roadbed and cross-culverts at some locations where the ground has been cleared.
"Due to many difficulties and obstacles, the project cannot be completed on schedule. The investor is completing procedures to extend the project implementation time," said a representative of the project management unit.
According to the representative of the Management Board, up to now, the route still has land issues of about 1.52/4.36km, with an area of about 93,719.5m2, leading to contractors not having enough land to carry out construction. The resettlement work is still being implemented, so new housing has not been arranged for households that have to be relocated (residential land at the first 200m of the route and the last 2 intersections of route 3).
There is no licensed earthworks site in the city, so there is currently not enough earthworks for contractors to construct, affecting the project's progress.
Regarding the solution, the representative of the Information Management Board informed that in mid-November, the Provincial People's Committee approved the transportation of surplus soil from other projects to the construction site, thereby also solving part of the volume of fill soil. The unit also coordinated with the People's Committee of Hoa Binh City to speed up the progress of site clearance.
Speaking with Lao Dong Newspaper, Mr. Nguyen Huu Luyen - Vice Chairman of Hoa Binh City People's Committee - informed that the site clearance work of the above project in Dan Chu and Thai Binh wards has been basically completed. Regarding the starting position because the people did not allow the measurement and the Aquaculture area (both in Phuong Lam ward) are stuck with land procedures, the city has reported to the Provincial People's Committee for opinions and is focusing on trying to resolve it as soon as possible.
"The investor is asking for an extension of the project's construction period, possibly until the end of 2025," added the leader of the People's Committee of Hoa Binh City.
