On September 19, in an exchange with a reporter from Lao Dong Newspaper, Ms. Dinh Thi Thu Hien, Chairwoman of the People's Committee of Thach An commune, Cao Bang province, confirmed that a traffic accident occurred in the area, killing 3 people on the afternoon of September 18.
Accordingly, at about 4:30 pm, driver Nguyen Khanh T., 46 years old, residing in Quoc Oai commune, Hanoi, was driving a tractor-trailer with license plate 29F-046.91, pulling a trailer, traveling from Phuc Hoa commune towards Thach An commune. On the vehicle was Mr. Phan Tuan N., 45 years old, residing in Hanoi.
When arriving at Km76+350 National Highway 4A, passing through Na Danh hamlet, Thach An commune, the tractor-trailer overturned, and goods fell into the area of Mr. Nong Thanh T.'s house, 58 years old. Mr. T. and two people on the vehicle died on the spot.

According to Ms. Hien, Mr. T.'s family had moved out of the house near the scene a long time ago, to another residence more than 200 m away. At the time of the accident, he returned to the old house to clean up.
Immediately after the incident, the commune government mobilized forces to coordinate with people to protect the scene and bring machinery to support rescue.
Police and functional units organized to ensure traffic safety through the area, and at the same time conducted a preliminary inspection of the current status of people's houses affected.
At about 8:50 pm on the same day, the bodies of all 3 victims were removed from the scene. The families of the two victims in Hanoi came to take their relatives home for funeral arrangements on the same day.
For Mr. T.'s family, local authorities assigned specialized departments to coordinate, and are expected to organize visits in the afternoon of September 19.
The cause of the accident is being investigated by functional agencies.
