On the morning of September 8, Quang Ninh City People's Committee worked with a central inter-sectoral working delegation led by Mr. Truong Hai Long, Deputy Minister of Home Affairs, on classifying special-class commune-level administrative units for Mao Khe ward and Van Don special zone. Ms. Vu Thi Mai Anh, Vice Chairwoman of Quang Ninh City People's Committee, worked with the delegation.
At the working session, the working delegation listened to the two localities report on the content of the project to classify special-class commune-level administrative units according to Decree No. 307/2025/ND-CP dated November 27, 2025 of the Government on classifying administrative units.
For Mao Khe ward, according to self-assessment results, the locality achieved 92 points.
Mao Khe has a large population scale, playing the role of an industrial, commercial, service and urban center of the western Quang Ninh region; and at the same time meeting the criteria of priority in terms of location and role in promoting socio-economic development of the city.

For Van Don special zone, the self-assessment result reached 93.5 points.
Van Don has a wide management scope, including the mainland, island system and sea area; has a strategic position in marine economic development, tourism, services, and is also of great significance for national defense, security and protection of sea and island sovereignty.
Speaking at the working session, Ms. Vu Thi Mai Anh, Vice Chairwoman of Quang Ninh City People's Committee, requested Mao Khe ward and Van Don special zone to fully absorb the opinions of the working delegation; continue to review and supplement dossiers, develop plans to improve the remaining criteria, ensuring that the two projects are tightly and in accordance with regulations.
Concluding, Deputy Minister of Home Affairs Truong Hai Long emphasized: After implementing the 2-level local government model, the scale, management scope and task requirements of commune-level administrative units have changed a lot.
According to Decree No. 307/2025/ND-CP, special-class commune-level administrative units must achieve 90 points or more and meet other conditions as prescribed.
Through actual surveys, the working delegation noted that Mao Khe and Van Don are both large-scale, with many specific factors, holding important positions and roles in Quang Ninh's development space.
The Deputy Minister requested Quang Ninh city to continue to complete the two projects, ensuring sufficient grounds, data and criteria, serving the appraisal work in the coming time.
