Businesses accused of being made difficult
According to the reflection in Official Dispatch No. 48/DKC - TY dated January 3, 2024 of this company, on November 14, 2023, Thien Y Company signed with Thanh Vinh Tourism Trading Joint Stock Company (Thanh Vinh Company) on cooperation in using waste treatment technology.
Accordingly, Thanh Vinh Company will provide Thien Y Company with a 700m2 factory space and a system installation space for Thien Y Company to install a waste treatment line at Kien Thiet landfill. However, from the end of 2023 until now, Thien Y Company has encountered difficulties in implementing the work, and has not been able to apply technology, causing the equipment system to be damaged every day, causing losses to the business.
Meanwhile, the People's Committee of Tien Lang district assigned the task of waste treatment at Kien Thiet landfill to Hai Phong Environmental Services Company Limited from October 2024, a unit that was previously reported by the press for treating waste by burning, causing environmental pollution.
Responding to the business's feedback, on January 4, 2025, Lao Dong reporters recorded the reality at the Kien Thiet commune landfill, Tien Lang district. Thousands of tons of garbage were piled up like mountains on an area of thousands of square meters, next to the headquarters of Thanh Vinh Company. The garbage was surrounded by a simple bamboo fence. Right next to it was a new mountain of garbage stretching across the dike. In addition to the old landfill that has existed for years, reporters recorded that a new garbage pond hundreds of square meters wide appeared near this area. At the time of recording, there was no burning of garbage at the landfill.
According to information from Tien Lang District People's Committee, in 2020, with the consent of the District People's Committee, Kien Thiet Commune contracted with Thanh Vinh Company to install a line to classify and filter household waste in the planned centralized landfill area of Kien Thiet Commune. Since the beginning of 2023, the old screening equipment has deteriorated, and the company has not invested in additional equipment. The collected waste is only fermented with microorganisms, not treated, leading to a huge amount of waste remaining at Kien Thiet landfill, at times more than 6,000 tons.
Therefore, on July 29, 2024, Chairman of Hai Phong City People's Committee Nguyen Van Tung requested the locality to stop the contract with Thanh Vinh Company, select and assign another unit with sufficient capacity and standard treatment technology to implement.
Since August 1, 2024, Thanh Vinh Company has stopped waste treatment activities at Kien Thiet landfill due to lack of capacity to collect and treat household waste. After this company stopped operating, the District People's Committee agreed to let Hai Phong Environmental Services Company Limited invest its own funds to support the locality in treating the amount of waste remaining at Kien Thiet landfill.
When will the giant mountain of garbage be processed?
Regarding the petition of Thien Y Company accusing the government of “suffocating” the enterprise, in an exchange with Lao Dong, a representative of Tien Lang District People’s Committee affirmed that Thanh Vinh Company’s association with Thien Y Company arbitrarily built and installed items and technological lines that were not part of the household waste separation and filtration line at Kien Thiet Commune landfill as committed without permission from the state management agency, which is against the law.
A representative of the Tien Lang District People's Committee said that the district has no basis to consider and resolve Thien Y Company's request to continue completing the plastic waste treatment line using pyrolysis technology at Kien Thiet landfill for testing, because the company has not fully implemented the process according to the regulations of the proposed scientific and technological task.
Most recently, on January 7, 2025, the District People's Committee requested Thien Y Company to proactively resolve the dispute with Thanh Vinh Company; requested relevant units to relocate assets and equipment illegally installed at the Kien Thiet commune landfill and at the same time, stop all activities that hinder the local government's waste treatment.
Regarding the reflection of Thien Y Company on Hai Phong Environmental Services Company Limited's waste treatment by burning, a representative of Tien Lang District People's Committee said that due to the impact of storm No. 3, a large amount of fallen trees were collected at landfills, leading to the company sometimes burning dry branches, affecting household waste at Cap Tien Commune's landfill. The District People's Committee has requested communes to strengthen inspection and supervision of waste collection and treatment activities, and strictly handle any industrial waste found to be illegally collected and burned.
Regarding Kien Thiet landfill, Hai Phong Environmental Services Company Limited has currently processed about 20% of the remaining waste (more than 1,000 tons). It is expected that by April 2025, this company will complete processing about 5,000 tons of remaining waste.
In response to Lao Dong reporter's reflection on the overloaded landfill, with new garbage piled on top of old garbage, the district People's Committee said that the unit has issued a document to rectify the situation of dumping household waste in the wrong place at the landfill area of Kien Thiet commune.
