The Government has just approved the project "Building a Data Center, management, supervision, handling of violations and traffic management in the period 2026 - 2030, vision to 2050".
According to the project, by 2028, forming and putting into operation and unified exploitation according to the architecture, standards and common platform of a 2-level unified central system nationwide.
The system includes: Level 1 centers at the national level operated by the Ministry of Public Security (Department of Traffic Police), performing the function of generalizing and coordinating inter-connection nationwide; and level 2 centers in provinces and cities operated by provincial and city police (traffic police departments) according to decentralization, inter-connected with level 1 centers; ensuring inter-connection and data sharing at 2 levels.
Standardize and unify national traffic data: improve data standards, metadata, quality control mechanisms, data classification and traceability; ensure data integrity and legal value to serve violation handling according to regulations.
Deploy a camera surveillance system to ensure order, traffic safety, security and order (retro cameras) meeting the minimum requirements: 100% of expressway routes are being operated and used stably; some key national highways, provincial roads, railways and inland waterways; at least 50% of central commune-level administrative units of major cities and at least 30% of central commune-level administrative units of the remaining localities according to the roadmap of the Project.
Complete the development and put into use common platforms and application software to serve management, supervision, violation handling and traffic management in the digital environment.
By 2030, expand the camera surveillance system to ensure order, traffic safety, security and order on expressways, national highways, provincial roads, urban roads and key traffic routes; gradually expand on railways and inland waterways.
Completing the traffic management platform based on data and artificial intelligence to serve violation detection, analysis, forecasting and traffic coordination in real time.
Develop and provide digital transportation services to serve people and businesses through mobile devices and digital platforms as prescribed; contributing to improving the quality of public services in the transportation sector.
By 2050, complete a modern, interconnected national digital transport management system, covering all roads, railways and inland waterways.
Upgrade the technological capacity of Level 1 Centers and Level Centers to reach advanced levels, high automation; effectively apply big data and artificial intelligence in traffic management.
Forming a modern national traffic governance system, proactive, capable of forecasting and preventing risks; contributing to reducing traffic accidents, limiting congestion and improving the safety and smoothness of the traffic system.
The Government said that in the period 2026 - 2030: total estimated cost is about 14,861 billion VND (excluding operating, maintenance, repair and regular operation costs of the system).
