On the Ministry of Public Security's Information Portal, reader M.V asked, after merging provinces and cities across the country, in which cases do people have to reissue new license plates? How many license plate symbols does Ho Chi Minh City have after the merger?
Responding to this issue, the Ministry of Public Security said:
Cases of having to change vehicle registration certificates and license plates are stipulated in Article 18 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motorbikes.
Accordingly, after merging provinces and cities across the country, if you do not have a need, it is not mandatory for you to change your vehicle registration certificate and license plate to a new address.
Pursuant to the provisions of Clause 4, Article 1 of Circular No. 51/2025/TT-BCA dated June 30, 2025 amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes has been amended and supplemented in Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security; Ho Chi Minh City currently has the following license plate symbols: 41, from 50 to 59, 61, 72.
License plates with the symbol of Ho Chi Minh City before the merger (41, from 50 to 59) are issued in advance. After issuing all of these license plate symbols, the remaining symbols will be issued in order from low to high.
