Speaking to Lao Dong Newspaper, a representative of the Vietnam Road Administration said that currently, the regulations on testing and issuing driving licenses are transferred to the Ministry of Public Security. However, the Ministry of Construction will still manage driver training.
The Vietnam Road Administration advised the Ministry of Construction on drafting a Circular on driver training; training and testing the issuance of certificates of training in road traffic law for specialized motorbike operators (hereinafter referred to as the draft circular).
According to the draft, the program volume and minimum training time allocated for car driving learners are as follows:
Regarding the organization of training courses, drafting the circular, driving training institutions based on the contents of the program volume and allocating the prescribed training time; Time to review, check all subjects and holidays and New Year to build the total time of training in driving training programs not exceeding 90 days.
The number of students learning to practice driving is regulated for a driving practice vehicle as follows: class B is not more than 5 students, class C1 is not more than 8 students. In which, the driving practice distance is calculated for each student and the driving practice time on the driving practice ground is calculated for the group of students on the driving practice vehicle.
Regarding the report on registration for driving training courses as follows: driving training facilities receive documents from driving learners who meet the requirements and documents according to regulations; prepare a report on registration for training courses to the Department of Construction, the Department of Transport of Ho Chi Minh City directly or by post, in the electronic environment and transmit data via the driver training information system.
In particular, for driving training classes B and C1, driving training facilities prepare a report on registration for driving training courses, list of learners, and training plans according to regulations to the Department of Construction and the Department of Public Transport of Ho Chi Minh City; the report must have the identity card of the driving training facility.
Report on training courses of grades B and C1 no more than 7 working days after the opening. The head of the unit was assigned by the Department of Construction and the Department of Transport of Ho Chi Minh City to manage driver training to inspect and sign each page (including all pages of the report).
The draft circular stipulates the inspection of theoretical subjects and practical learning at driving training institutions, to be considered for completion of the training course, including:
Checking at the end of theoretical subject under theoretical test set issued by the Ministry of Public Security, the content of the set of questions includes subjects: Legal on road traffic; Conventional structure and repair; ethics, traffic culture, prevention of harmful effects of alcohol when participating in traffic, fire prevention and rescue skills; Driving technique; Simulate traffic situations issued by the Ministry of Public Security.

Content and form of testing at the end of the subject is decided by the head of the driving training institution. Driving learners are tested to end the subject when attending at least 70% of the time of theoretical subject; learn enough time and at least 50% of kilometers to practice driving on the driving training ground; Learn enough kilometers and at least 50% of the time to practice driving on the road.
The assessment score for students' theoretical learning results is based on a scale of 10 (from 1 to 10), calculated on a decimal place of 1 number; for the content of the test subject on practical driving with multiple-choice exams, it is assessed according to the driving test software issued by the Ministry of Public Security.
Considered completion of the training course: driving learners have 100% of the tests at the end of the subject in the training program with a test score of 5 points or more for each subject.
If the driving training institution organizes a 1 year period from the date of completing the first training course but the student is not eligible to be considered for completion of the training course, the student must be retrained according to the new training course.
Class B driving licenses are issued to drivers of passenger cars with up to 8 seats (excluding the driver's seat); trucks and specialized cars with a total designed weight of up to 3,500 kg; cars specified for class B driving licenses to pull trailers with a total designed weight of up to 750 kg.
Class C1 driving licenses are issued to drivers of trucks and specialized cars with a total designed weight of over 3,500 kg to 7,500 kg; types of trucks specified for class C1 driving licenses to pull trailers with a total designed weight of up to 750 kg; types of vehicles specified for class B driving licenses.
