Directive 1101/BCA-QLHC on the use of information and integrated documents on the VNeID application issued by the Ministry of Public Security, the Ministry of Public Security guides the steps to use the integrated documents on VNEID as follows:
Step 1: Citizens log in to the VNeID application using an electronic identification account level 2 and activate the "Verify application through QR code" function in the "Individual" section.
Step 2: Citizens proceed to the "Main page" to create a QR code for their electronic identification.
Note: The QR code is only valid for 01 minute. After 01 minute, citizens must create a new QR code.
Step 3: Public servants handling administrative procedures log in to the VNeID application using an electronic identification account level 2. They then scan the QR code created by citizens in Step 2 to verify the accuracy of the VNeID application. The result will be displayed immediately after the QR code is scanned.
Step 4: After public servants verify that the VNeID application of citizens is accurate, citizens can use the function to display integrated information and documents in the "Wallet, documents" section to present to public servants handling administrative procedures.
Article 56, Road Traffic Safety Law effective from January 1, 2025, regulates the conditions for drivers participating in road traffic.
Accordingly, drivers participating in road traffic must meet the age and health requirements as prescribed by law; have a valid driving license with points, suitable for the type of vehicle they are driving, issued by a competent authority, except for motorbike drivers.
When participating in road traffic, drivers must carry the following documents:
Vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original document, in the case where the vehicle is mortgaged at a credit institution, foreign bank branch, and the document is still valid.
A valid driving license suitable for the type of vehicle being driven.
A certificate of safety and environmental protection inspection for motor vehicles as prescribed by law.
A compulsory civil liability insurance certificate for motor vehicle owners (motorbike insurance, car insurance).
The law also stipulates that drivers of specialized motorbikes participating in road traffic must meet the age and health requirements as prescribed by law; have a valid driving license or a certificate of specialized motorbike driving skills suitable for the type of motorbike they are driving; have a valid driving license or a certificate of knowledge of road traffic law. When participating in road traffic, drivers of specialized motorbikes must carry the following documents:
Vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original document, in the case where the vehicle is mortgaged at a credit institution, foreign bank branch, and the document is still valid.
A driving license or a certificate of specialized motorbike driving skills.
A valid driving license or a certificate of knowledge of road traffic law.
A certificate of safety and environmental protection inspection for specialized motorbikes as prescribed by law.
A compulsory civil liability insurance certificate as prescribed by law.
The new law stipulates that in cases where the prescribed documents have been integrated into the electronic identification account, the presentation and verification can be performed through the electronic identification account.
Thus, according to the Road Traffic Safety Law, motorbike insurance and car insurance are still compulsory documents like before. However, instead of carrying hard copies, citizens can present these insurance documents through their electronic identification account.
