According to information from Bac Giang police, at noon on January 31, 2025, a clip appeared on social networks of a herd of about 20 buffaloes entering the Hanoi - Bac Giang highway, causing insecurity for people and vehicles participating in traffic.
In the clip, a herd of buffaloes entered the Hanoi - Bac Giang highway at Km 124+800m in Tang Tien ward, Viet Yen town, Bac Giang province.
Immediately after receiving feedback on social networks, the Traffic Police Department, Bac Giang Provincial Police urgently arrived at the scene to remove the buffalo herd from the highway to ensure safety for people and vehicles participating in traffic and to investigate and handle the case.
Using professional measures, the Traffic Police Department identified the owner of the buffalo herd as Mr. T.V.L, address: Tang Tien ward, Viet Yen town, Bac Giang province.
The working group of Road Traffic Police Team No. 2, Bac Giang Traffic Police Department worked with the buffalo herd owner.
Mr. L confessed that he released his herd of buffaloes in a field near the Hanoi - Bac Giang highway in residential group 7, Tang Tien ward (Viet Yen town, Bac Giang province) and then went to a relative's house to play. Because he did not pay attention to herding and leading the buffaloes, the herd of buffaloes entered the Hanoi - Bac Giang highway.
The unit has issued a decision to administratively sanction Mr. L for the violation of "allowing pets to walk on the road without ensuring safety for people and vehicles participating in traffic" as prescribed in Point d, Clause 1, Article 11 of Decree 168/2024/ND-CP, with a fine ranging from VND 150,000 to VND 250,000.
Bac Giang police emphasized that "letting livestock walk on the road without ensuring safety for people and vehicles participating in traffic is a dangerous act, with a high potential risk of traffic accidents. The Traffic Police Department recommends that people pay attention when grazing livestock and pets, and absolutely do not let livestock and pets walk on the road, causing insecurity for people and vehicles participating in traffic."
According to Hanoi police, Hanoi traffic police have just fined a car driver who used tape to cover his license plate.
On the morning of January 30, 2025, social networks posted an article reflecting the image of a Hyundai Accent car with license plate 30E-2X2.73 with a license plate covered with tape.
Upon receiving the information, the Traffic Police Department, Hanoi City Police Department directed local units to quickly verify and clarify. On the same day, Road Traffic Police Team No. 4 identified the driver and requested him to come to work.
In the evening of the same day, Mr. T.Q.T (born in 1988, residing in Dong Da, Hanoi), the driver of the above vehicle, brought the vehicle to Traffic Police Team No. 4 to work.
At the police station, Mr. T.Q.T admitted to using tape to cover the number 8 on the license plate, changing the letter F to the letter E to avoid being fined when participating in traffic. The car was identified as having the license plate 30F-282.73.
Based on the verification documents, Road Traffic Police Team No. 4 has drawn up an administrative violation report against Mr. T.Q.T, due to the act of pasting or covering letters and numbers on the license plate, and temporarily detained his driver's license for processing.
According to Decree 168/2024, the above violations will be fined from 20 to 26 million VND and have 6 points deducted from the driver's license.
"The act of covering up license plates not only violates traffic regulations but also affects the monitoring and handling of violations by authorities. In the coming time, the Hanoi traffic police force will continue to strengthen inspections and strictly handle similar intentional violations to ensure traffic order and safety, especially during the 2025 Lunar New Year," Hanoi Police noted.
