Phu Tho Provincial People's Committee issued Decision No. 12/2024/QD-UBND on norms and methods of management and budgeting for using cars for general work at agencies, organizations and units within the scope of management of Phu Tho province. The decision will take effect from July 20, 2024.
Norms for using cars for general work according to the provisions of Decree No. 72/2023/ND-CP of the Government.
Funding sources for equipping cars according to current management decentralization, state budget support, funds for developing public service activities of public service units, other funding sources allowed to be used according to the provisions of law the law.
Methods of managing cars for general work at agencies and units under the Provincial Party Committee; departments, divisions, branches and equivalents under the province, the Vietnam Fatherland Front Committee of Phu Tho province, and provincial socio-political organizations as follows: assigned to each agency, organization and unit with the following criteria: standards and norms for directly managing and using cars to serve the general work of agencies, organizations and units.
In addition, the People's Committee of Phu Tho province has regulations on fixed costs for car use.
Accordingly, the authority to decide on the contents of budgeting for the use of cars for general work at agencies, organizations and units under the management of Phu Tho province is as follows:
Heads of agencies and units under the Provincial Party Committee; Departments, committees, branches and equivalents under the province, the Vietnam Fatherland Front Committee of Phu Tho province, socio-political organizations under the province, public service units under the Provincial People's Committee decide on the contents on fixed costs for using cars to serve general work as prescribed in Clause 7, Article 21 of Decree No. 72/2023/ND-CP at affiliated agencies, organizations, and units.
Chairman of People's Committees of districts, cities and towns decides on the contents of budgeting for using cars to serve general work as prescribed in Clause 7, Article 21 of Decree No. 72/2023/ND-CP.
Particularly for subjects applying for fixed funding to use cars for general work at the Communist Party of Vietnam agency in the province, it will be implemented according to the decision of the Standing Committee of the Provincial Party Committee.
In case all positions have standards for using cars at agencies, organizations, or units that apply fixed costs for using cars for each stage, they will not be equipped with cars at the agency or organization. that position or unit. In case cars are already equipped, the existing cars must be rearranged and processed.
