Circular No. 30/2024/TT-BGTVT of the Ministry of Transport regulating the technical safety and environmental protection inspection of road motor vehicles stipulates the inspection procedures and proposes to supplement some previous documents.
In case of cars exempted from first-time inspection, the car owner must present vehicle registration documents including the original vehicle registration or the original receipt of the original vehicle registration (with a copy of the vehicle registration) from the credit institution or a copy of the vehicle registration certified by the financial leasing or lending organization or an appointment letter for the issuance of the vehicle registration certificate.
Vehicle owners must submit a copy of the factory quality inspection certificate for domestically manufactured and assembled motor vehicles (except for liquidated motor vehicles); the original certificate of technical safety and environmental protection for converted motor vehicles in the case of newly converted motor vehicles. For vehicles exempt from inspection, submit a copy of the vehicle's chassis number and engine number.
In case the vehicle is subject to periodic inspection, in addition to documents such as vehicle registration, the original certificate of technical safety and environmental protection of the modified motor vehicle in case of newly modified motor vehicle, the vehicle owner must also present the inspection certificate of the previous inspection (in case of subsequent inspections).
For vehicles that are required to install journey monitoring devices and cameras, the vehicle owner must declare information about the login name, access password and address of the electronic information page to manage the journey monitoring devices and cameras; declare about the transportation business on the file tracking form according to the form.
Also according to Circular 30, in case the information on the vehicle registration documents has a major change such as a change in the vehicle paint color, owner, license plate number, etc., the vehicle owner must bring the vehicle registration documents to the inspection facility to amend the information on the vehicle file.
In case of any change in technical specifications, the vehicle owner must bring the vehicle along with the vehicle registration documents, the original certificate of technical safety and environmental protection of the modified motor vehicle in case of newly modified motor vehicles; and related technical documents and papers to the inspection facility to re-inspect the vehicle and record the changes in the vehicle file.
According to Mr. Do Dac Huy - Director of the 2003D Motor Vehicle Inspection Center (Song Cong City, Thai Nguyen Province), the amendment of the regulation is in line with the actual situation because in the past, many vehicle owners still did not fully understand the necessary documents when going for inspection. The lack of one of the documents causes vehicle owners to have to go back and forth many times to supplement, prolonging the vehicle inspection time for both the vehicle owner and the inspection unit.
The representative of the Vietnam Register said that the systematization of necessary documents when registering a vehicle aims to ensure consistency, synchronization, strictness and convenience for vehicle owners in preparing necessary documents when registering as well as convenience for registration facilities when receiving vehicles.
