The illegal construction of the Bac Lieu Ancient Wood Garden Food Court on aquaculture land in Hoa Binh District, Bac Lieu Province once again sounded the alarm about serious violations in land use management.
First of all, this is an unbelievable story when the conclusion of the Bac Lieu Provincial Inspectorate pointed out that the Bac Lieu Ancient Wood Garden Food Court was illegally built on an area of 1,400m2 of aquaculture land. This violation has been going on since January 2022, but up to now, the People's Committee of Hoa Binh town has not taken any measures to handle it.
In addition, the fact that this food court was granted a business registration certificate by the Department of Finance and Planning of Hoa Binh district in April 2022 also raises many questions about the responsibility of local management agencies.
How can it be accepted that a construction project that is not intended for land use purposes is legally licensed for business operations? This is clearly an unacceptable shortcoming.
Failure to strictly handle land use violations as in the case in Bac Lieu will once again create a bad precedent, encouraging illegal construction activities that are spreading not only in Bac Lieu but also in many other localities.
And the lesson of consequences, such as the case of the "most beautiful" villa in Ca Mau , also illegally built on aquaculture land, causing a stir and surprising public opinion recently, is a clear proof.
Once the local government does not have strict control and supervision measures, illegal construction violations will not only cause urban aesthetic damage but also affect people's trust in the legal system. People will feel injustice when some individuals and organizations can violate without being held responsible.
Back to the case of the Old Wooden Garden Food Court in Bac Lieu. Of course, the owner of this food court could not “naturally” build such a massive illegal structure on aquaculture land, nor could he “naturally” be granted an operating license by the local government without the “assistance” of relevant officials.
Therefore, the immediate task of the local government is to inspect and clarify who has "assisted" in the illegal construction of this project to strictly handle the officials and agencies that have lacked responsibility in supervising and enforcing the law to the right people and the right job.
Next, it is necessary to issue a decision to impose a fine and force the demolition of illegal constructions, but should not allow "procedures to change land use purposes (if appropriate) so that land users can properly use the land according to regulations" as concluded by the Inspectorate.
This is not only to severely punish violators and maintain the strictness of the law, but also to serve as a lesson to prevent similar violations from occurring in the future!
