On July 2nd, Mr. Thai Nam Son - Chairman of Vinh Thuy Commune People's Committee (Quang Tri province) confirmed that the locality has reviewed the entire process of supporting agricultural production recovery damaged by natural disasters in 2024 and discovered some inadequacies.
Since then, Vinh Thuy commune has recovered more than 231 million VND, adjusted down more than 416 million VND and is proceeding with remediation.
As of July 2nd, Vinh Thuy Commune People's Committee has proceeded to pay additional disaster relief money to households in Quang Xa, Tien An, Huynh Ha, Huynh Thuong villages with a total amount of 383 million VND.
Specifically, in Quang Xa village, 41 households were paid an additional 76 million VND; 6 households in Tien An village were paid an additional nearly 12 million VND; 121 households in Huynh Ha village were paid an additional nearly 150 million VND; 138 households in Huynh Thuong village were paid an additional 145 million VND.
In addition to the above 4 villages, Vinh Thuy Commune People's Committee will pay an additional 260 million VND in disaster relief money to households in Phan Hien village.
The locality has carefully reviewed and recovered the money allocated to households that were damaged but are not yet on the approved support list, and adjusted to reduce some incorrectly allocated funds to fully reimburse households approved for the list of support to overcome agricultural production damaged by natural disasters in 2024" - Mr. Thai Nam Son informed.

Talking to Lao Dong Newspaper, Mr. Ho Huu Thanh (born 1960, residing in Huynh Thuong village, Vinh Thuy commune) - Inspector of the People's Inspection Board of Vinh Thuy commune said that he had received an additional 1.1 million VND in support to overcome shrimp farming ponds affected by floods in 2024.
After I reflected, Lao Dong Newspaper reported that the locality has reviewed and paid the full amount of support approved by the province for my family. I thank Lao Dong Newspaper for promptly reflecting information and leaders at all levels for getting involved in reviewing, bringing legitimate rights to me and people affected by floods" - Mr. Ho Huu Thanh said.
In addition to recovering the improperly paid amount to fully reimburse households affected by natural disasters, Vinh Thuy commune will clarify the responsibilities of relevant officials.
Previously, Lao Dong Newspaper had an article "People reflect that disaster relief money is paid lower than the norm", reflecting that many shrimp farming households affected by floods in 2024 received state support money. During the process of receiving support money, people discovered a shortage of about 1 million VND per household, besides, Huynh Thuong Cooperative (HTX) suggested that each household support 100,000 VND to 300,000 VND but did not clearly state the purpose of using the support money, causing people to wonder.
After the newspaper reflected, Vinh Thuy Commune People's Committee issued an urgent document requesting the Cooperative to return all self-collected funds. The Cooperative also issued a notice inviting all related households on June 20 to gather to open seals, make records and carry out the handover of the collected money to the people.
At the same time, Vinh Thuy Commune People's Committee has issued an official dispatch directing all cooperatives and cooperative groups in the area to review and re-examine the entire process of collecting, managing and using funds to support agricultural production damaged by natural disasters in 2024 and 2025. In case any unit makes mistakes or collects money incorrectly compared to regulations, it is mandatory to return the funds to the people.
Through comparison, Vinh Thuy Commune People's Committee discovered signs of inadequacy in the listing stage, leading to a short declaration of damaged subjects. Therefore, the amount of money that Quang Tri Provincial People's Committee allocated to the locality was not enough to pay for all people who were damaged. However, instead of reporting, Vinh Thuy Commune Economic Department arbitrarily balanced and reduced the number of households on the list to pay for households who declared less. In particular, through review, 27.75 hectares of aquaculture area of 7 households in Tien An village were adjusted down with a total cost of more than 416 million VND.
