Previously, on March 24, Lao Dong Newspaper published an article "Occupying cultural houses as timber gathering points in Ninh Binh". The article reflected on the fact that the cultural house in hamlet 10 (Tho Nghiep commune, Xuan Truong district, old Nam Dinh province; now Xuan Hung commune, new Ninh Binh province) was occupied for improper use.
On March 31, Lao Dong Newspaper reporters recorded at the old hamlet 10 cultural house, the construction site has many signs of being used for the wrong purpose. Right in the front yard, a large-scale steel frame system has been erected, with a solid structure with iron columns connected as if a factory is being built. Next to the cultural house yard, the adjacent area is surrounded by steel mesh and corrugated iron roofs, with a lot of wood gathered inside.



Immediately after receiving the reflection from the reporter of Lao Dong Newspaper, the local government of Xuan Hung commune handled the above area. Representatives of the Economic Department of the commune said that by April 4, the entire iron frame erected in the yard of the old hamlet 10 cultural house had been dismantled.
Previously, Mr. Pham Xuan Vu - Vice Chairman of Xuan Hung Commune People's Committee - said: "Hamlet 4, Xuan Hung commune was merged from 3 hamlets and has 3 cultural houses, so it is only used and operated at one old hamlet 9 cultural house. Therefore, the old hamlet 10 cultural house was not used, Mr. Pham Duc Tuyen's household used it to gather wood. Local authorities went to the grassroots level to inspect and make a record at 7:00 am on March 31st".
According to the working minutes, Xuan Hung Commune People's Committee has assigned the Commune Economic Department to work with hamlet 4 facility and Mr. Pham Duc Tuyen on Mr. Tuyen erecting iron pillars on the yard area of the cultural house to make carpentry huts. Mr. Tuyen's actions are incorrect. The cultural house is to serve community activities in the residential area, not for other purposes and not for rent.
