The leaders of the Ho Chi Minh City People's Committee assigned relevant departments, branches and localities to urgently complete legal procedures to implement the plan to use land to pay investors.
Binh Thanh District People's Committee is assigned to consider the investor's proposal and at the same time speed up the planning adjustment for land lot No. 762 Binh Quoi, Ward 27 according to regulations.
District 7 People's Committee was assigned to update the 1/2,000 scale zoning plan at lot C8A, Tan Phu ward.
Thu Duc City People's Committee urgently organizes appraisal and approves the detailed planning 1/500 for lot No. 232 Do Xuan Hop.
The Department of Finance is assigned to preside over and coordinate with relevant departments and branches to urgently work with investors to study and propose investment policies for these land plots, ensuring completion in March 2025.
The leaders of the Ho Chi Minh City People's Committee also directed the Department of Finance to quickly implement tasks related to payment and adjustment of contracts with investors.
In particular, coordinate with departments and branches to select a consulting unit to review the dossier to adjust the feasibility study report of the project. Coordinate with the Department of Home Affairs to advise on the staffing of the project working group, as a basis for negotiation, signing of BT contract appendices and adjusting payment methods. Organize the implementation of the direction of the Chairman of the Ho Chi Minh City People's Committee on adjusting project implementation time, signing BT contract appendices and payment plans. These tasks must be completed before March 3, 2025.
In addition, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board is assigned to inspect the project's implementation value, and at the same time advise and propose the Ho Chi Minh City People's Committee to send a document recommending the State Audit to audit the completed value, and submit it before March 5, 2025.
Regarding the project operation after completion, the Ho Chi Minh City People's Committee assigned the Department of Transport to preside over and coordinate with the Department of Natural Resources and Environment and related units to propose a handover plan, determine the operating unit and operation quota for the flood prevention system. This content must be submitted to the Ho Chi Minh City People's Committee in March 2025.
The Ho Chi Minh City tidal flood resolution project taking into account climate change factors was started in 2016, with a total investment of nearly VND10,000 billion under a BT (build-transfer) contract.
The project consists of 6 large tidal control sluices and a dike system of nearly 8 km long, aiming to control flooding in an area of 570 km2, protecting about 6.5 million people in the center of Ho Chi Minh City and along the Saigon River.
Although more than 90% of the project has been completed, the project still faces many difficulties in terms of capital and legality, leading to the suspension of construction since November 2020.
This stagnation has caused large costs, of which the daily interest alone is up to more than 1.7 billion VND.
