In addition, the Chairman of Ho Chi Minh City People's Committee assigned the Department of Natural Resources and Environment to assume the prime responsibility and coordinate with the Land Fund Development Center and investors to make a detailed plan of 1/500 scale for the expected payment. for investors. The hiring of land valuation units should also be completed before May 31, 2025.

The resolution of flooded by the tidal area of ​​Ho Chi Minh City has considered the climate change factor started in 2016, with a total investment of nearly VND 10,000 billion under BT contracts.

The project consists of 6 large tidal control sewers and nearly 8 km long dike systems, to control flooding for the 570 km² wide area, protecting about 6.5 million people in the center of Ho Chi Minh City and along the Saigon River.

Despite the completion of more than 90% of the work volume, the project still faces many difficulties in capital and legal, leading to the need to suspend construction from November 2020.

This stagnation causes a large cost, of which the daily interest is more than 1.7 billion dong.
