
On May 11, 2026, the City People's Council issued Resolution No. 22/NQ-HĐND on approving the list of works and projects for land recovery to implement socio-economic development projects for national and public interests in Hanoi city (Resolution 22).
According to Resolution 22, specifically for the list of land acquisition projects for bidding to select investors, O Dien commune has 5 projects recorded as ODT (urban residential land) with a total area of 267.68ha.
According to Lao Dong Newspaper's investigation, 4 days earlier (May 7, 2026), Hanoi City People's Committee issued Decision No. 2367/QD-UBND on allocating land use targets to 2030 for commune-level administrative units in the city (Decision 2367).
According to the decision, the city allocates urban residential land targets for O Dien commune to 2030 of 2ha.
If comparing this number, the area of urban residential land for recovery of 5 projects in Resolution 22 is about 133 times the target allocated according to Decision 2367.


To clarify this issue, Lao Dong Newspaper reporters contacted Mr. Do Chi Hung - Chairman of the People's Committee of O Dien commune. Leaders of O Dien commune assigned the Economic Department to work with the press.
At the working session, officials of the Economic Department of O Dien commune confirmed that the land acquisition area of 5 projects in the list of investor selection bidding mentioned in Resolution No. 22 is accurate.
Explaining why the total area of urban residential land in the above projects is 133 times higher than the allocated target, officials of the Economic Department said that in the process of reviewing and submitting to higher levels through the project, there was a confusion about land type codes.
According to this official, the area coded ODT land type (urban residential land) in Resolution No. 22 includes rural residential land type (ONT).
However, officials of the Economic Department of O Dien commune said that not the entire area was recorded incorrectly, but only a part was recorded incorrectly.
This official also admitted that it has not been determined how much urban residential land is in the above-mentioned area, how much rural residential land is, and it is necessary to continue reviewing.
Reporters also raised the question if after reviewing, the urban residential land area still exceeds the target of 2 hectares of Decision No. 2367, how will the locality handle it?
According to officials of the Economic Department of O Dien commune, in that case, the locality will advise on adjustments. If the city agrees, the commune can implement the project; if not, it will have to stop.

Representatives of the Economic Department of O Dien commune also said that the locality plans to advise on removing the Tan Lap New Urban Area project from the list with a scale of 45.02ha. The remaining projects are only in the list review phase, and land recovery has not been implemented in practice.
Officials of the Economic Department of O Dien commune further explained that the commune was formed on the basis of merging a part of the administrative boundaries of some former Dan Phuong district communes and former Tay Tuu ward, so it currently has both urban and rural residential land.
