Ms. Thu Mai is working in an office at a company headquartered in an industrial park in Nam Son ward (Bac Ninh province). Currently, Ms. Mai is looking to buy social housing near her workplace.
"Let me ask, which project in Bac Ninh has the lowest selling price for social housing at the moment, specifically, how much is/m2, what are the procedures for registering to buy? ", Ms. Mai asked.
Regarding Ms. Mai's question, recently, the Department of Construction of Bac Ninh province announced a list of 22 social housing projects eligible for business in October 2025.
According to the review, in the list of 22 projects mentioned above, there is a low-income housing project located on Le Thai To Street ( Vo Cuong Ward), also known as the Cat Tuong TNT social housing project.
This project is invested by Cat Tuong Joint Stock Company. The project has a total of 897 apartments, and has been completed and put into use for a long time. Of which, the project has sold 891 apartments, while 6 apartments are currently on sale.
The approved selling price at the project is: CT1 building, expected selling price: 6,985,000 p/m2 (constructed); CT2 building, expected selling price: 7,391,524 p/m2; CT3 building, expected selling price: 7,391,524 p/m2; CT4 building, expected selling price: 7,391,524 p/m2; CT5 building, expected selling price: 7,391,524 p/m2.

According to the list of selling prices of 22 social housing projects eligible for business in October 2025 in Bac Ninh province, the above project has the lowest price.

Pursuant to the provisions of Articles 76 and 78 of the 2023 Housing Law on subjects and conditions for enjoying social housing support policies; documents proving subjects and conditions as prescribed in Articles 6, 7 and 8 of Circular No. 05/2024/TT BXD dated July 31, 2024 of the Ministry of Construction, people can directly contact the investor of the social housing project they are interested in to receive instructions on preparing and submitting applications for social housing purchase according to regulations.
Article 76 of the 2023 Housing Law stipulates the beneficiaries of social housing support policies as follows:
1. People with revolutionary contributions and relatives of martyrs who are eligible for support to improve their housing according to the provisions of the Ordinance on Incentives for People with Revolutionary contributions.
2. Poor and near-poor households in rural areas.
3. Poor and near-poor households in rural areas are often affected by natural disasters and climate change.
4. Poor and near-poor households in urban areas.
5. Low-income people in urban areas.
6. Workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks.
7. Officers, professional soldiers, non-commissioned officers of the People's Armed Forces, police workers, civil servants, workers and defense officials serving in the army; people working in cryptography, people working in other cryptographic organizations receiving salaries from the state budget they are working for.
8. Cadres, civil servants and public employees according to the provisions of law on cadres, civil servants and public employees.
9. The subject has returned the public housing as prescribed in Clause 4, Article 125 of this Law, except in cases where the public housing is revoked due to violation of the provisions of this Law.
10. Households and individuals whose land is recovered and whose houses must be cleared or demolished according to the provisions of law and have not been compensated by the State with houses and residential land.
11. Students studying at universities, academies, colleges, vocational schools, and specialized schools as prescribed by law; students studying at public ethnic boarding schools.
12. Enterprises, cooperatives, and cooperative unions in industrial parks.
In the investment project to build at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period of the Prime Minister, Bac Ninh province was assigned the target of building 147,100 apartments, accounting for over 14% of the total target nationwide.
To date, there are 77 social housing projects being implemented in Bac Ninh province with a total area of about 280 hectares, expected to provide about 114,400 apartments when completed.
From the beginning of 2025 to now, Bac Ninh province has completed 12,649 more apartments, reaching about 80% of the 2025 plan.
