Clause 10 of this Law also stipulates that for mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the time for carrying out procedures for granting and transferring the Certificate of Land Use Rights shall be increased by 10 days.
Thus, the specific time for granting and transferring the Certificate is as follows: The time for granting the first Certificate is no more than 23 working days; no more than 33 working days for communes in remote areas, border islands, and areas with difficult socio-economic conditions.

The above processing time does not include the time for receiving applications for red books and pink books at communes, wards and towns, the time for fulfilling financial obligations of land users (time for payment); does not include the time for consideration and handling of cases of land use in violation of the law, and the time for requesting appraisal.
Accordingly, if the land does not violate the law, there is no need to request an appraisal, but the time to issue red books and pink books takes many months or years, which is against the law (people should compare with the time to return results recorded in the application receipt and result return form).
