Despite having prepared all the documents according to regulations, many people were still surprised and upset when the investor returned their documents with the reason of not having a photocopy of the salary table of the entire company.

To clarify this issue, on December 15, a reporter from Lao Dong Newspaper had an interview with Mr. Le Ngoc Uoc - Head of the Sales Team, Kim Chung Social Housing Project (representative of the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC).
Mr. Uoc said: "Regarding this issue, the investor does not require a photocopy of the entire company. The investor requires a photocopy of the unit's salary/way of work, which "unit" has many ways to understand. A room is also a unit. Usually, companies make a payroll table for each department. For example, three people are also a part. It is not required to submit a photocopy of the entire company".
Comparing with legal regulations, there is currently no regulation requiring people to make a statement of the salary table of the department or unit as evidence when submitting documents to buy social housing. The emergence of this additional requirement not only causes difficulties for the dossier submitter, but also raises concerns about the risk of leaking income information, personal data and internal information of businesses.
When the reporter cited the case of Ms. Nguyen Thanh Nga (character's name has been changed), she received her salary through a bank, while her husband received his salary in cash. Because working in a small office, her husband can get a salary table for the entire office.
According to Ms. Nga, she works in the banking sector and has a 12-month salary table confirmed by the work unit in accordance with regulations. However, when submitting the application, the person receiving the application unexpectedly asked Ms. Nga - the person receiving the salary through a bank account - to also submit a photocopy of the salary table of the entire company where she works, similar to the model that Ms. Nga's husband requested, otherwise he would not accept the application.
The officer receiving the documents said that if the documents were received without a photocopy of the salary of the entire company/department, the documents would be sent to the Department of Construction and would not be accepted.
In the case of the reporter's citation, Mr. Le Ngoc Uoc admitted that there were errors in the department of receiving documents. Mr. Uoc said that during the process of receiving documents, the recipient often has explanations that are not suitable for customers.
"Due to the misunderstanding of the receiving staff, the communication method was not suitable, and the investor did not direct that. Of all the documents collection officers, there are about 10 people, and he has provided a lot of guidance. However, each person's understanding is different, and the way of interacting with customers is also different" - Mr. Uoc said.
"That is a wrong case and we will fix it. What is not right or suitable, the investor will regulate every day" - Mr. Uoc said.
Mr. Uoc also said that in cases where people have their documents returned by the recipient due to a lack of a photocopy of the company's salary table, people can come to submit the documents, bringing the salary/salary table of the individual confirmed in accordance with regulations.
It is known that on December 9, the Hanoi Department of Construction issued Official Letter No. 17270/SXD-PTDT to the Joint Venture of Viglacera Corporation and Hanoi Housing Development and Investment Corporation to confirm the income conditions when purchasing social housing at the Social Housing Construction Investment Project at plots CT3, CT4 of Kim Chung New Urban Area, Thien Loc Commune.
The Hanoi Department of Construction proposed that the Joint Venture of Viglacera Corporation and Hanoi Housing Investment and Development Corporation strictly implement the direction in Document No. 16510/SXD-PTDT dated November 27, 2025 of the Department of Construction and not require people to provide documents outside the current legal regulations; People and agencies/units/enterprises will be responsible for the accuracy of the declaration and confirmation documents before the law and the post-inspection work of competent authorities.
