Kim Chung CT3 social housing application is paid in large numbers due to lack of salary table photos for the whole company

As Lao Dong reported that many people submitted documents at the CT3 Kim Chung social housing project, Thien Loc commune (invested by the consortium of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC) reflecting the investor's unreasonable request to supplement documents.

People are upset because their documents are returned

According to Lao Dong, on the morning of December 12, many people were present at the Center for Culture, Information and Sports of Thien Loc commune to submit documents for the CT3 Kim Chung social housing project. It is worth mentioning that not only in the case of receiving salary in cash, but also in the case of receiving salary through bank account, the investor also requires the whole agency to submit the salary table.

Although the documents have been fully prepared, many people were surprised and upset when the investor returned the documents with the reason: there was a lack of a photocopy of the salary table for the entire agency.

Talking to Lao Dong, Ms. Nguyen Thi Xuan (character's name has been changed) - a worker in an industrial park in Hanoi - said that she has been preparing documents to buy social housing for many months, with full documents such as a certificate of housing conditions and an income condition certificate. She is eligible to receive salary through a bank account, the salary table for 12 consecutive months has been confirmed by the company in accordance with the provisions of the Housing Law 2023.

However, when she arrived to submit her application, Ms. Xuan's application was returned and she was required to add the salary table of the entire agency.

What made Ms. Xuan even more upset was that she was in the case of a single person applying to buy a social housing, but the reason for returning the application was stated by the investor as "the salary table is not unique to individuals".

I think this is a very unreasonable and confusing request. I can only ask for the salary table of an individual, I cannot ask for the salary table of an entire enterprise. If it were a small enterprise, it could still be handled, but I work in a large industrial park with thousands of workers, so asking for a salary table for all employees is impossible" - Ms. Xuan shared.

It is known that before that, the investor only required the cash salary recipient to submit a photocopy of the entire company's salary table. However, up to now, even those who receive salaries through bank accounts are required to "submit photos of the salary table of the entire agency", which has surprised many people submitting applications.

Not only Ms. Xuan's case, many others also had their documents returned for the same reason.

Ms. Nguyen Thanh Nga (character's name has been changed) said that she received her salary through a bank, while her husband received his salary in cash. Before that, hearing that the cash salary recipient had to pay the salary table of the entire company, her husband went to the workplace to ask for the salary table. Because working in a small office, her husband can get a salary table from the department.

However, when submitting the application, the investor suddenly asked Ms. Nga - who received her salary through a bank account - to also submit a photocopy of the salary table to the entire agency. Ms. Nga said that she works in the banking sector and has a salary table for 12 consecutive months in accordance with regulations.

"Now that the investor has made such a request, I cannot ask the bank to provide a salary table for all employees. This means that my family is not eligible to buy social housing as required by the investor, even though according to the law, my husband and I are completely eligible" - Ms. Nga said.

Mr. Nguyen Van Quang (Hanoi) was in a similar situation. He said that he received his salary in cash and had been confirmed by the agency for the 12-month consecutive salary table.

"My company requires absolute security of personnel's income. The disclosure of the salary table is a violation of personal and business secrets. Even I myself do not want my salary to be known to others" - Mr. Quang shared.

It is worth mentioning that although people are actually required to add photos of the salary table of the entire agency, on the return form, the recipient only generalally stated that there was a lack of "photo table of salary table, salary table for 12 consecutive months according to form 01a of Circular 32/2025". Many people think that this is a "manhole" to cover up what is considered unreasonable.

Submitting salary tables for the whole company: Requirement without legal basis

Lawyer Nguyen Hong Tam - Director of Chi Cong & Thien Tam Law Firm LLC - said that social housing is a policy of our Party and State to support workers with housing difficulties. To put the policy into practice, the law must be adjusted in a more convenient direction in procedures and more widely on the subjects eligible to rent, buy, and lease social housing as prescribed in Article 78 of the Housing Law 2023, Article 30 of Decree 100/2024/ND-CP, amended by Decree 261/2025/ND-CP.

For the salary table to prove income granted by the organization or unit to their employees, they must be directly responsible for the document issued by themselves before the law, the investor's request to provide a salary table for all personnel of that organization or unit is unfounded and not stipulated in any legal document.

At the same time, this also poses a potential risk of leaking information and personal data, affecting business operations and information security of other organizations, individuals and units.

"I affirm that buyers, renters, and tenants of social housing only have to submit registration documents according to the components and forms prescribed by law" - Lawyer Nguyen Hong Tam emphasized.

Pursuant to Clause 1, Article 38 of Decree 100/2024/ND-CP, those who need to submit the dossier to the investor. The dossier recipient must record a receipt, if the dossier is not valid, the dossier recipient is responsible for clearly stating the reason for not being resolved and returning it to the dossier submitter for supplementation and completion.

If all other documents and requirements are not regulated, the dossier submitter has the right to refuse and request the investor to explain his/her requirements. In case of continued difficulties, home buyers can exercise their right to complain and report to competent authorities about the investor's violation.
