With the consent of the Prime Minister and the Standing Committee of the Central Party Secretariat, the Central Policy and Strategy Committee and the Government co-chaired the organization of the Vietnam Economic Forum 2025, with a vision to 2026 with the theme "Vietnam's economy develops rapidly, sustainably, green transformation in the digital era" on December 16, 2025. The forum includes 1 high-level plenary session and 2 thematic sessions.
Speaking at the seminar on circular economy with the theme "Promoting green transformation, developing a circular economy to realize the goal of high growth and sustainable development", Mr. Pham Dai Duong - Deputy Head of the Central Committee for Policy and Strategy - said that to realize the strategic goals set by the Party, by 2030, Vietnam will become a developing country with modern industry, high average income; by 2045, we need a strong innovation in the growth model, towards double-digit growth in the period of 2026 - 2030.
This new growth model must ensure sustainability, comprehensiveness and coverage, not only focusing on speed but also emphasizing quality, efficiency and competitiveness. The focus of the model is revolutionary transformations, including: Digital transformation to create a digital economy, digital society; green transformation to develop in harmony with nature, adapt to climate change; implement strong international commitments, especially the goal of net zero emissions by 2050; at the same time, restructuring and improving the quality of human resources to meet the requirements of the knowledge economy - Mr. Pham Dai Duong said.
The Deputy Head of the Central Committee for Policy and Strategy affirmed that digital transformation and green transformation are inevitable trends, not optional but objective requirements of development practice. Digital transformation helps improve labor productivity, forming digital economic models with high added value; while green transformation creates a foundation for sustainable development, protecting the environment, not exchanging the future of the environment - society for short-term growth.
These two processes do not exist independently but are closely linked and complement each other, calling it dual transformation - Mr. Pham Dai Duong emphasized.
Mr. Pham Dai Duong said that at the Vietnam Economic Forum held at the end of November in Ho Chi Minh City, the Prime Minister emphasized that the resonance between digital transformation and green transformation will become a global growth driver for the coming decades, while opening up opportunities for countries, including Vietnam, to restructure their economies and make a breakthrough in the global value chain.
In that context, the circular economy, as an important driving force for green transformation in the digital age, associated with the development of science - technology, innovation and digital transformation, has been identified as a strategic pillar of the new growth model.
Circular economy helps to effectively exploit secondary resources, opening up recycling industries, ecological industries and renewable energy with high added value; not only contributing to cost reduction, environmental protection but also attracting high-quality investment capital, creating new development momentum for the economy.
With that meaning, Mr. Pham Dai Duong said that this thematic session will aim at the following goals:
First, promote a new growth model based on a green economy, a circular economy, reduce emissions, improve resource efficiency and increase the resilience of the economy to climate change.
Second, propose solutions to improve economic management capacity in 2026, maintain macroeconomic stability, promote green transformation and encourage businesses to invest in clean technology and save energy.
Third, consult on developing a growth scenario for the period 2026 - 2030 associated with the global green transformation trend and the implementation of international commitments.
Fourth, promote a system of strategic solutions to perfect institutions and laws on green economy and circular economy; develop key areas such as renewable energy, ecological industry, circular economy in production and consumption, sustainable agriculture.
The Organizing Committee hopes that the forum will be a space for in-depth and substantial exchanges between management agencies, experts, scientists, international organizations and the business community; thereby proposing valuable recommendations to realize the double-digit growth target associated with green and sustainable development - Mr. Duong hopes.
