The project to invest in the construction of technical infrastructure of Bac Song Cam Resettlement Area was approved by Hai Phong City People's Committee for the 5th adjustment in Decision No. 2863/QD-UBND dated August 14, 2024 and the 6th adjustment in Decision No. 5329/QD-UBND dated December 30, 2025. Phase 1 of the project has a total recovered land area of 0.9 ha, related to 38 households.
Over the past time, Thuy Nguyen ward has propagated, mobilized, and implemented publicity, transparency, in accordance with the order and procedures for compensation, support and resettlement arrangement according to legal regulations. Thanks to that, 37/38 households have agreed with the compensation and support plan and voluntarily moved assets, dismantled works, and handed over land, only 1 household has not agreed. Thuy Nguyen ward People's Committee has repeatedly organized propaganda, mobilization, and persuasion for households to comply with the policy of land acquisition and land handover, but households still do not comply.
Therefore, on September 22, the Thuy Nguyen Ward Land Recovery Enforcement Board decided to enforce the enforcement against households that did not comply with the handover of land. Functional forces carried out enforcement measures according to the approved plan, moved assets out of the enforcement area and handled works on the land according to regulations. The enforcement process was carried out in accordance with procedures, ensuring security and order and safety of people and property.
Up to now, Thuy Nguyen ward has completed the site clearance for the Project to invest in the construction of technical infrastructure of Bac Song Cam Resettlement Area (phase 1), creating conditions for the investor and related units to focus on implementing items according to the set schedule.
