The project to invest in the construction of a road from Bac Song Cam urban area to VSIP Industrial Park road to Vu Yen island is about 2.44 km long, the roadbed is 36 m wide, and a synchronous technical infrastructure system is invested on the route. The total land area recovered for project implementation is 10.5 ha, involving 140 households.
Thuy Nguyen Ward People's Committee has followed the correct order and procedures for land recovery (stipulated in Article 87 of the 2024 Land Law), directing departments, agencies, and specialized agencies to coordinate with households and individuals with recovered land to conduct inventory; prepare and approve compensation and support plans; issue land recovery decisions; and repeatedly notify households of compensation payments.
As a result, the majority of households agreed with the policy of implementing the project and handing over the site for the contractor to organize construction, only 7 households did not agree. By the end of September 20, due to good propaganda and mobilization work, 5/7 households agreed with the compensation and support plan and voluntarily moved assets, dismantled works, and handed over the site.
For the 2 households that have not complied, on the morning of September 21, representatives of the Thuy Nguyen Ward Enforcement Board announced the decisions to enforce site clearance for the above 2 households. Functional forces proceeded to move people and all assets of the families out of the enforcement area, and at the same time dismantled the works on the land. The enforcement process was carried out in accordance with procedures, ensuring security and order and safety of people and property.
After coercion and handover of land, the units continue to accelerate the construction progress, striving to open to traffic the project to invest in building a road from Bac Song Cam urban area to VSIP Industrial Park road to Vu Yen island on May 13, 2027.
