Accordingly, in cases of registration of changes in land and assets attached to land, a new Certificate of land use rights and ownership of assets attached to land must be issued as prescribed in Article 23 of Decree 101/2024. /ND-CP, including:
(1) Consolidation of land plots or separation of land plots.
(2) People who rent or sublease land use rights from investors are allocated or leased land by the State to invest in construction and business of infrastructure.
(3) Investment projects that use land but adjust the detailed construction planning of the project or in cases where the project investor has been granted a Certificate for the entire land area to implement the project and needs Issue Certificates of land use rights and ownership of assets attached to land for each plot of land.
(4) Certificate of ownership of assets attached to land on the land plot for which the Certificate has been issued.
(5) Change all land plot information due to cadastral surveying and mapping; change in residential land area due to re-determination of residential land area
(6) Cases of registering changes in land use rights, ownership of assets attached to land where there are no blank lines on the issued Certificate to confirm changes or cases where the land user, owner Owners of assets attached to land need a new Certificate of land use rights and ownership of assets attached to land.
Notably, this Decree also stipulates that the time for issuance of the first Red Book shall not exceed 3 working days.
Note: From August 1, 2024, according to the Land Law 2024, the Red Book and Pink Book are exactly called Certificate of land use rights and ownership of assets attached to land.
