People are suffering because the 16-year project is still not finished
In October 2007, Lam Dong Provincial People's Committee approved the policy for Pacific Land Limited Company to establish Da Lat Land Company Limited (100% foreign capital).
The purpose is to invest in building a commercial center, hotel, office and luxury apartments for rent in Anh Sang residential area, in Ward 1, Da Lat city.
In February 2008, Lam Dong Provincial People's Committee issued an investment certificate for the Anh Sang Commercial Center Project, invested by Da Lat Land Company Limited, with an operating term of 50 years.
The total investment of the project is 50 million USD, on a project area of more than 15,000 m2. This project is expected to help beautify the urban area, contributing to creating a new, more beautiful and more modern look for the central area. Da Lat city center.
However, more than 16 years since the policy was approved, the project has still not been completed. Currently, the above project has only implemented phases 1 and 2 with items including: Green park land, part of roads.
In particular, phase 3, which is to build a commercial center, has not been implemented yet. The slow completion of the project caused many households living in the planning area to encounter many difficulties.
"Being in the project planning area, life is very miserable, doing anything is difficult. The family wants to sell the house, mortgage the house to borrow money from the bank to invest in economic development, but they can't" - Ms. Huynh Thi Kim Hoang, residing in Anh Sang hamlet shared.
Similarly, Ms. Ho Thi Ngoan's family, also in Anh Sang hamlet, also encountered many difficulties when their house was old and degraded but did not dare to build a new one because it was located in the project planning area.
Compensation for late site clearance
According to the investment certificate, the Anh Sang Commercial Center project will build 4 9-storey buildings, 1 16-storey building, 1 18-storey building.
The capital contribution progress is as follows: In 2008, the investor advanced 6 million USD for Da Lat City People's Committee to carry out site clearance; in 2009 invested 14 million USD; In 2010, 30 million USD was invested to implement the project.
By February 2024, Lam Dong Provincial Inspectorate concluded that site clearance work at the Anh Sang Commercial Center project was still slow and had not achieved results.
In particular, the implementation of procedures in compensation and site clearance still has some shortcomings and limitations. Responsibility for these shortcomings and limitations lies with the State agency because there was no resettlement project before land recovery to compensate with houses and residential land for the recovered households.
On the other hand, Lam Dong Provincial Inspectorate confirmed that Da Lat Land Company, due to not paying enough money according to the issued investment certificate, does not have funds to carry out compensation and site clearance.
