The Department of Construction of Bac Ninh province has just sent an official dispatch to HTV Investment and Trading Joint Stock Company.
Accordingly, based on records and legal documents, based on relevant legal regulations, the Department of Construction said that 80 residential land plots (out of a total of 265 plots of land - PV) belonging to the Giap Nguot - Trai Cau New Urban Area project (Bac Giang ward, Bac Ninh province) are eligible for land use rights transfer according to regulations.
The project of the Giap Nguot - Trai Cau New Do Thi Area has the commercial name Dream City, with a total area of about 12 hectares, invested by HTV Trading and Investment Joint Stock Company, and the project developer is LandMass Cons Investment Company Limited.
On July 16, the People's Committee of Bac Ninh province issued an official dispatch warning about the above project.
The document sent to the Department of Construction said that on social networks, real estate advertisements and bookings (Dream city Bac Giang project) have appeared when they are not eligible for transfer, posing many potential risks to buyers, violating the provisions of law.
Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh assigned the Department of Construction to preside over and coordinate with relevant agencies to inspect and clarify information related to the Dream City project appearing on social networks; check the investor's responsibility in allowing the above incident to happen and request a final solution.
The Department of Construction is responsible for rectifying and guiding real estate project investors to carry out the naming, advertising, and transfer in accordance with the provisions of law.
Notably, immediately after the warning letter of the People's Committee of Bac Ninh province, a reporter from Lao Dong Newspaper recorded the situation of real estate brokerage staff luring people to participate in transactions to deposit and reserve seats at the above project and some other projects at the time when these projects were not eligible for transfer.
Each deposit is 50 million VND, transferred to the personal accounts of the brokers. This poses many risks to people when making transactions, if there is a dispute later.
Even the real estate broker said that the Dream City project has been booked for over 90% of the land lot.
Previously, in early June, the People's Committee of Bac Giang province (old) also issued Decision No. 797/QD-XPHC on administrative sanctions in the field of construction activities against HTV Investment and Trading Joint Stock Company.
Accordingly, HTV Trading and Investment Joint Stock Company has the enterprise code of 0105528654, with Mr. Tran Ngoc Tan as Director. Address No. 3, Lane 20, Phuong Canh Street, Xuan Canh Ward, Nam Tu Liem District, Hanoi City.
This company has violated the construction of works without a construction permit under the Giap Nguot - Trai Cau new urban area project.
According to Point c, Clause 7, Article 16 of Decree No. 16/2022/ND-CP dated January 28, 2022 of the Government regulating administrative sanctions for construction violations, HTV Trading and Investment Joint Stock Company was fined VND 130 million by the People's Committee of Bac Giang province.
