With the attention and close direction of the leaders of the Ministry of Public Security, the Hanoi Party Committee, and the Hanoi People's Committee, along with the active support of professional units, Hanoi Police has launched 4 typical digital application products, smart, breakthrough tools, affirming strategic vision and practical implementation capacity.
AI Live host (19000113) and Chatbot AI
This is an application developed by Hanoi City Police in coordination with the Public Administration Service Center to automatically provide useful information to people 24/7. Application to guide people to carry out administrative procedures, report crimes and other violations of the law; instruct on crime prevention skills, ensure fire safety; and provide information related to the police force.
Information against crimes will be sent to the Office of the Investigation Police Agency of Hanoi City Police for review, classification and verification; information about traffic violations will be sent to the Traffic Police Department for inspection and handling; feedback on officers and soldiers will be sent to the City Police Inspectorate for consideration and resolution; other information related to security and order will be sent to the competent authorities.
People can connect to "virtual Assistant" - Call Center 19000113 through the following forms:
Connecting to Chatbot through the Digital Capital Citizen application - iHanoi of the Hanoi People's Committee.
Connecting to Chatbot using QR Code posted on the City Police Electronic Information Portal, Hanoi City Police Facebook page and QR Code listed at police headquarters, residential areas, and crowded public places (Hanoi City Police have printed about 8,000 pages and distributed them to units).
After connecting to Chatbot, people can use text messages (occurrently or voice) to look up information and are automatically answered by the system 24/7.
People can also call 19000113 to ask questions and listen to automatic answers through the following branches: ask questions and answers about administrative procedures; receive criminal reports, and report violations related to security and order. This number was established by Hanoi City Police in coordination with Gtel.
To provide maximum support to the people, Hanoi City Police have coordinated with Gtel to work with network operators to provide free calls to the switchboard.

As a smart coordination platform applying advanced technology, a fast, accurate and efficient processing system. The system integrates an automatic call filtering mechanism, detecting and eliminating junk calls, testing machines, and wrong- minded calls, helping to protect resources and avoid network congestion in emergency situations. Technology to convert voice to text helps quickly record, store and analyze call content, supporting immediate and accurate responses.
Calls with unusual signs will be recorded, classified and warned to coordinators, ensuring the line always serves the people smoothly.
Digital museum
The history of the Public Security sector is comprehensively digitized, displayed directly on the digital technology platform, helping viewers to look up, explore, interact vividly and conveniently. Users can experience a 360-degree virtual tour, move flexibly as if they are in a real museum with sharp images.
With just one click, users can easily find information, artifacts, characters, historical events, etc. All are available for free on any device connected to the internet.
