The project to invest in infrastructure construction and business of Yen Bang Industrial Cluster (Y Yen District, Nam Dinh Province) was approved by the Provincial People's Committee in Decision No. 1232/QD-UBND dated June 11, 2019, with an area of 50 hectares, a total investment of nearly 500 billion VND by Vietnam - Korea Development Investment Joint Stock Company as the investor.
This is an industrial park located in a position connecting to National Highway 10 and the Cau Gie - Ninh Binh Expressway. However, according to the actual records of the Lao Dong Newspaper reporter, most of the land is abandoned, overgrown with grass, and is barren. It is even used as a place for people to graze buffaloes and raise ducks.
It is worth mentioning that this project covers an area of 50 hectares but only has a few kilometers of paved roads, temporary lighting wires are pulled across the road, and the infrastructure is messy.
It is known that this project started in 2021 and was planned to be completed in 2022. However, nearly 2 years after the completion date, the project is still in disarray and abandoned.
Regarding the above issue, speaking with Lao Dong Newspaper reporter, Mr. Tran Binh Dinh - Vice Chairman of the People's Committee of Y Yen district - said that the Yen Bang industrial cluster project was behind schedule compared to the plan. The time the project started was the peak of the Covid-19 epidemic, so there were difficulties in human resources; the source of filling materials was scarce.
"Up to now, of the 50 hectares of land in Yen Bang Industrial Park, the province has handed over 28 hectares to the investor, the remaining 22 hectares have not been completed by the investor, so they have not yet handed over. Due to many difficulties in the implementation process, the investor has requested an extension to 2025," said the Vice Chairman of the People's Committee of Y Yen district.
