According to the decision, 4 subjects of application are: State management agencies of housing in the city; investors of apartment building construction projects, apartment building management boards, apartment building management and operation units; owners and users of apartments; agencies, organizations and individuals related to the management and use of apartment buildings.
In addition, the price range for apartment building management and operation services specified in this decision does not apply to the following cases: old apartment buildings belonging to public property that have not been renovated or rebuilt; social apartment buildings where students, students and workers are only allowed to live in a group of many people in one room; the price of apartment building management and operation services has been agreed upon at the apartment building conference or has been agreed upon in general on the price of apartment building management and operation services in the contract for buying, selling, renting, or leasing apartments or other separate units in the apartment building.
The price range for apartment building management and operation services is regulated as follows: Apartment buildings without elevators have a minimum price of 700 and a maximum of 5,000 ( flat/m2/month); apartments with elevators have a minimum price of 1,200 and a maximum of 16,500 ( flat/m2/month).
This price range does not include fees collected from high-end service businesses such as airspace, swimming pools, cable TV, internet, or other high-end services.
The content of the costs for forming the price framework for apartment building management and operation services and the method of determining the price of apartment building management and operation services are implemented according to the provisions of Clause 3, Article 59 of Decree No. 95/2024/ND-CP dated July 24, 2024 of the Government.
The City People's Committee assigns the Department of Construction to assume the prime responsibility for, and coordinate with the Department of Finance, the Department of Agriculture and Environment, the Tax Department of Region I and the relevant units: Receiving and summarizing the opinions in managing apartment service prices from units and individuals; Organize the construction of apartment service prices when there is a fluctuation of materials, fuel and salary policies, construction and adjustment of apartment service price brackets in accordance with the actual situation.
The People's Committees of districts, towns and cities (based authorities) preside over inspections of the activities of investors, apartment building management units, and apartment building management boards in financial management of management and operation services of apartment buildings belonging to public assets in the management area, and resolve disputes related to activities in buildings.
At the same time, urge and inspect investors, apartment building management and operation units, and apartment building management boards under public assets under management in the management area: Report on the financial management situation of apartment building management and operation services, and fulfill the responsibility for managing and operating apartment buildings.
Investors, management and operation units, and apartment management boards shall base on the method of determining the price of apartment management and operation services according to the provisions of the Government's decree to build prices (or adjust prices) for apartment management and operation services to report to the apartment building conference to decide on the price of apartment building services as a basis for implementation.
This decision takes effect after 10 days from the date of signing.
