As many key traffic projects in Hanoi gradually emerge after the site clearance process, a series of houses being cut and distorted have also appeared. The risk of recurrence of super-thin, super-skewed houses is present in many areas.

After projects to expand and build new traffic roads in Hanoi, many houses with abnormal, super-thin, super-skewed shapes appear along the streets. This is not a new issue but has repeatedly occurred at road opening projects in the city. Although Hanoi has issued many regulations to tighten management, including Decision No. 61 effective from October 7, 2024, stipulating the recovery for land consolidation, not issuing new construction permits for land plots with an area of less than 15m2 or a frontage width and depth of less than 3m, implementation in reality still faces many difficulties and obstacles.

Recorded at the Ring Road 2.5 project, the section passing through Khuong Dinh ward, a distorted structure adjacent to Nguyen Trai street is gradually taking shape.

Not far away, many houses after site clearance only have a jagged area left, being slanted or diagonally cut, posing a risk of becoming super-thin, super-skewed houses.

At Ring Road 2.5 section passing through Thanh Xuan ward, site handover has been 100% completed. Units are urgently dismantling the project to promptly hand over the site to the construction contractor.

According to Mr. Nguyen Duy Thieu (resident of Bui Xuong Trach street), according to the planning boundary, after handing over the site, the family's house from an area of 45m2 will only have about 6-7m2, of which the depth is only about 1.5m. The remaining area is not enough for construction, and is also not eligible for compensation. Therefore, Mr. Thieu hopes that functional agencies will have appropriate support policies so that the family has conditions to relocate to a new place of residence.

Similarly, at the Tran Hung Dao bridge project, the section passing through Hong Ha ward, the situation of super-thin, super-skewed houses has also begun to appear. On Van Kiep street, a 3-story house with column and steel truss structure has just been erected on the remaining area after site clearance. The project is still in the process of completion, with a facade being an extended slope.

Also in this project area, many households after handing over land to serve the construction of Tran Hung Dao bridge only have a small area, not square, with the risk of forming super-thin, super-skewed structures if they continue to build.

According to lawyer Duong Van Mai, Bach Duong Law Firm, land plots that do not meet the conditions for issuing individual Certificates of Land Use Rights will also not be eligible for construction permits. In this case, people can carry out land consolidation or transfer the remaining area to adjacent land users to meet legal conditions.

In addition, people can also request state agencies to recover the remaining area and implement compensation according to the provisions of the 2024 Land Law.
