On April 1, the Hanoi Traffic Construction Investment Project Management Board issued a document on definitively resolving the existing site issues in alley 175 Dinh Cong street area under site clearance (GPMB) of the 2.5 road construction project from Dam Hong to National Highway 1A in the form of a BT contract.
The Hanoi Traffic Construction Investment Project Management Board said that this agency is assigned the task of implementing an investment project to build an underpass at the intersection between Ring Road 2.5 and Giai Phong road (old National Highway 1A).

Up to now, the items under the project have been basically completed according to the approved design documents.
However, within the project construction scope from the boundary of Giap Bat station to Dinh Cong street (Dam Hong side) implemented by the investor of the 2.5 Ring Road construction project (Joint venture of Hanoi Housing and Urban Development Business Joint Stock Company - Hoang Ha Construction Works Co., Ltd.) to hand over land clearance to the Project Management Board, there are still some households that have not carried out demolition and land clearance according to the approved red line boundary (the area at the beginning of alley 175 Dinh Cong street in Dinh Cong ward).
To deploy and complete the renovation and connection of alley 175 Dinh Cong with the underpass construction investment project at the intersection between Ring Road 2.5 and Giai Phong road (old National Highway 1A) in accordance with the approved design documents, the Project Management Board requests Dinh Cong Ward People's Committee, the investor of the Ring Road 2.5 construction project and related units to definitively resolve the existing site issues in the area of alley 175 Dinh Cong street, hand over the site as a basis for the Project Management Board and the construction contractor to deploy the next tasks.


Talking to Lao Dong Newspaper, a representative of Hoang Ha Construction Co., Ltd. said that up to this point, there are still 2 cases of constructions encroaching on the red line of the project (belonging to Dinh Cong ward).
In which, Mr. N.D. V's household has an area of about 29m2 that has not been demolished for site handover.
The household of Mr. N.V.H and Ms. N.T. T has a re-encroachment project with an area of about 1.65m2. The investor has mobilized to demolish part of the brick wall encroaching in this boundary, leaving 2 concrete pillars.
However, because this is a super-thin, super-skewed 2-story house, if these 2 concrete pillars are demolished, it will affect the structure of the project.


The underpass of Ring Road 2.5 and Giai Phong road has a total length of about 890m of tunnel and access roads.
The starting point connects to the Ring Road 2.5 project, Dam Hong - National Highway 1A section, about 460m from the intersection with National Highway 1A; the ending point connects to the existing Kim Dong road, about 460m from the intersection with National Highway 1A (adjacent to the Set River bridge).
The project was started in October 2022, with a total investment of 778.393 billion VND (construction cost of 566.552 billion VND).
By February 10, 2026, the project has been technically opened to traffic, meeting the progress according to the direction of the City Party Committee and the City People's Committee.
This is the 5th underpass in the Capital built from 2009 to date, after Kim Lien, Trung Hoa, Thanh Xuan, Le Van Luong tunnels and the 2nd underpass project in Hanoi under the railway, after Kim Lien tunnel.
