Hanoi continues to see a series of "super-thin, super-skewed" projects after site clearance for traffic projects, causing urban unsightliness and potential violations of construction regulations.
Although there are many strict regulations, the reality at key traffic projects shows that the situation of "super-thin, super-skewed" houses still recurs.
According to Lao Dong Newspaper reporters' records at the Nguyen Tuan road expansion project (Thanh Xuan ward), during construction to reduce traffic congestion, works with an area of only about 5-6m2 have appeared. Notably, some houses are triangular, with one side wider than 30cm but still built solidly, 2 stories high, causing public outrage and posing challenges for construction order management.
A similar situation also occurred on Ring Road 2.5 (Dam Hong - National Highway 1A section). After the technical opening in February 2026, the area at the beginning of alley 274 Dinh Cong has appeared super-thin, super-skewed houses, which are being used as business locations.
At the project connecting Dong Tau urban area to Giai Phong street, although land clearance enforcement was only carried out at the end of March 2026, many remaining land areas have been temporarily cordoned off or walled off, in some locations only about a hand span wide.
Representatives of Dinh Cong Ward People's Committee said that for super-thin, super-skewed land plots suitable for residential land planning, the locality is propagating and mobilizing people to implement land consolidation and block consolidation with adjacent households. For cases that are not suitable for planning or are agricultural land, the government requests to maintain the current status and not allow new construction to arise.
From a legal perspective, lawyer Duong Van Mai (Bach Duong Law Company, Hanoi Bar Association) said that the existence of works of this type is a clear violation of the law. Accordingly, based on Decision No. 61 of the Hanoi People's Committee and the 2024 Land Law, land plots after road opening with an area of less than 15m2 or width and depth of less than 3m must be recovered for land consolidation or urban embellishment. In case people do not voluntarily agree, the State needs to recover and compensate according to the provisions of Clause 7, Article 91 of the 2024 Land Law.
Reality shows that, to end the situation of "clear roads, clear sidewalks but messy streets", Hanoi City needs to assign direct responsibility to the head of the locality, and at the same time review and recover "distorted" land plots right from the stage of approving the site clearance plan.
