Looking forward to the new social housing project
Talking to Lao Dong reporter, Mr. Nguyen Van Duong (working in Nam Tu Liem district, Hanoi) said that recently, he has been very interested in the social housing projects that have been and are being implemented. However, after many times of filling out documents and lining up to draw lots, Mr. Duong gradually gave up the idea because he knew it would be very difficult to get his turn when the social housing projects that are being publicly sold are still very few, only counted on the fingers.
"The price of apartments in Hanoi's inner city is currently fluctuating around 3 - 7 billion VND/apartment, depending on the area and segment. Financially, my wife and I currently do not have the ability, we can only wait and hope for new social housing projects to be implemented in 2025" - Mr. Duong said.
As a person from another province, for the past 8 years, Mr. Le Van Thanh (from district Y Yen, Nam Dinh) and his wife, a primary school teacher, have had to live in a rented house.
According to Mr. Thanh, the monthly income of 20 million VND of the couple after deducting the cost of food, accommodation, living and studying, only has a few million VND left to save for emergencies. Although the opportunity is slim, Mr. Thanh is still waiting for social housing projects to be deployed and built because he is tired of renting and wants to have a stable place to live.
Strengthening the removal of obstacles in social housing construction
Regarding the progress of implementing social housing projects, the Hanoi People's Committee has just issued Official Dispatch No. 4255/UBND-DT on implementing Official Dispatch No. 130/CD-TTg of the Prime Minister on urging focused direction and timely removal of difficulties and obstacles to promote the implementation of social housing projects.
The Hanoi People's Committee requested units and sectors to continue to effectively implement key solutions and tasks to promote decentralization, decentralization, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing. Focus on implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers, period 2021 - 2030".
Referring to this content, Mr. Mac Dinh Minh - Deputy Director of Hanoi Department of Construction - commented that in the first months of 2025, Hanoi will start construction of a number of new social housing projects. Notably, the unit has promptly resolved some problems with social housing project groups, and it is expected that in the first quarter of 2025, 3-5 projects will start construction, meeting the housing needs of the people of the capital.
According to the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period of 2021 - 2030", Hanoi is assigned a target of 56,200 apartments. In the period of 2021-2025, Hanoi strives to complete 18,700 units, and in the period of 2026-2030, it is 37,500 units.
To effectively implement this important project, in recent times, Hanoi has implemented many measures to remove difficulties and encourage investors to build with specific policies aimed at reducing social housing costs.
Mr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association - mentioned that the Housing Law (amended) plays an important role in promoting the supply of social housing. The new points in this law contribute to removing difficulties that the market has faced in the past, including "bottlenecks" in social housing. In particular, the new Housing Law stipulates that enterprises oriented towards developing social housing will receive many incentives with more open mechanisms.
Dr. Nguyen Van Dinh also analyzed that in the past, the implementation of social housing projects faced many difficulties and obstacles, focusing on five factors such as land fund, procedures, mechanisms, interest rates and market output. With the new regulations of the current law, the issues of procedures, output and capital have been almost "untied", opening up the direction for social housing development.
