Hanoi is accelerating the project to upgrade and expand Linh Nam road (belonging to Ring Road 2.5) to reduce congestion and complete infrastructure in the southern area. However, site clearance (GPMB) is still a major "bottleneck", with the risk of affecting progress.
For many years, Linh Nam road has always been narrow and overloaded, especially during rush hours. The route passes through crowded residential areas, interspersed with markets, schools and production facilities, so it is often congested and flooded when it rains heavily, posing a potential traffic unsafety.

The project is invested by Vinh Hung Ward People's Committee, about 3.4km long, connecting from Tam Trinh intersection to Nguyen Khoai dike. In which, the section from Vinh Hung intersection to Nguyen Khoai dike belongs to Ring Road 2.5, playing an important inter-regional connecting role.
According to the plan, the road will have a cross-section widened from 22.5m to 40m, with a scale of 4–6 lanes, synchronously investing in technical infrastructure. The total recovered area is about 98,345m2, involving nearly 800 households and 34 organizations in 5 wards: Linh Nam, Vinh Hung, Vinh Tuy, Hoang Mai and Tuong Mai.
The goal is to complete site clearance in the second quarter of 2026. Localities are focusing on removing obstacles, prioritizing resettlement arrangements, and ensuring people's rights to create a clean ground.
Currently, the contractor is constructing according to the motto "where there is land, do it thoroughly". Many households have moved assets and handed over land. People said that the project has been prolonged for many years, affecting their lives, but they expect that when completed, it will reduce congestion and improve the living environment. However, they hope that the compensation, support, and resettlement policies will be implemented satisfactorily.

Vice Chairman of Vinh Hung Ward People's Committee - Mr. Ngo Manh Cuong said that the total investment after adjustment is more than 2,860 billion VND, of which site clearance costs account for a large proportion. The project was approved in 2013 and has been adjusted many times.
Currently, site clearance work is being implemented synchronously: Vinh Tuy ward has achieved about 90%; Linh Nam ward has been completed; Vinh Hung ward basically meets the progress. Meanwhile, Hoang Mai and Tuong Mai wards still have many problems.
In Vinh Hung ward, land has been recovered from 253 households and 10 organizations; about 2/3 of the site has been handed over. 123 households have been approved for compensation plans, of which 76 households have received money and handed over the site; 49 households are publicly disclosing the draft plan. The main difficulty is the complex origin of the land, diverse legal documents, causing verification and planning to take a lot of time.
According to Mr. Cuong, officials must go directly to each household, often working until evening to dialogue and review dossiers. Thanks to that, most people have agreed, and there is currently only one case that has not been agreed upon.
According to the direction, the project must complete site clearance before March 31, 2026. However, with the current progress, some areas are at risk of delay.
In Tuong Mai ward, the route is 1,745m long, involving 225 households and 7 organizations, but only 96 households have their plans approved; many cases have not completed dossiers. Similarly, Hoang Mai ward has a route of about 1.53km long, involving 272 households and 11 organizations, but progress is still slow.
Representatives of Vinh Hung Ward People's Committee said that only Vinh Hung, Linh Nam and Vinh Tuy wards are likely to complete on schedule; Hoang Mai and Tuong Mai may be extended to April 2026, putting the entire project at risk of delay. The main reason is difficulties in verifying land origin and developing compensation and resettlement plans.
Currently, the contractor has deployed in many sections with land such as the Nguyen Khoai slope area, Long Thuyen market, No. 419 Linh Nam and in front of the textile factory. However, construction is difficult due to weak soil foundation, requiring complex technical treatment. Some sections longer than 50m must be deeply dug, pumped water, reinforced foundation and driven piles to ensure stability.
In addition, many areas in Hoang Mai and Tuong Mai have not completed site clearance, so synchronous construction is not possible.
According to the Project Management Board, site clearance is a decisive factor in the progress. The locality is implementing it according to the principles of publicity, transparency, legality and ensuring the rights of the people.

With the determination of Hanoi City and the involvement of localities, the goal is to soon complete site clearance, creating conditions for the project to be completed in 2026. When completed, Linh Nam - Ring Road 2.5 will contribute to reducing congestion, improving traffic and opening up new development space for the southern area of the Capital.
