According to the decision, Hai Phong City People's Committee recovered 2,294 m2 of land of Thuy Nguyen Trading Joint Stock Company in Hung Dao ward, and assigned it to the City Land Fund Development Center for management until there is another Decision from the Chairman of the City People's Committee. The reason for land recovery is due to violations of land law stipulated in Clause 8, Article 81 of the 2024 Land Law (formerly point i, Clause 1, Article 64 of the 2013 Land Law).
The location and boundary of the land area are determined according to the Certificate of land use rights, ownership of houses and other assets attached to land No. BB 538073 issued by the City People's Committee on October 15, 2010.
The City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the City Land Fund Development Center, Hung Dao Ward People's Committee, Thuy Nguyen Trading Joint Stock Company to implement the Land Recovery Decision, hand over the land boundary markers to the City Land Fund Development Center for management and exploitation according to regulations. The Department recovers the Certificate of land use rights, ownership of houses and other assets attached to land issued to Thuy Nguyen Trading Joint Stock Company and documents related to the recovered land according to regulations.
Hai Phong City Tax Department inspects, reviews, and recovers financial obligations to be fulfilled (if any) of Thuy Nguyen Trading Joint Stock Company in Hung Dao ward, Hai Phong city. The City Land Fund Development Center receives and manages the recovered land area according to regulations, not allowing land encroachment or occupation until another Decision is issued by the Chairman of the City People's Committee; proposes plans to exploit and use the land fund effectively, avoiding waste.
Hung Dao Ward People's Committee is responsible for coordinating with the City Land Fund Development Center to manage, protect, and prevent land encroachment and occupation. Thuy Nguyen Trading Joint Stock Company complies with the Land Recovery Decision of the Chairman of the City People's Committee, relocates all assets on land (if any) to hand over land to the City Land Fund Development Center for management. At the same time, hand over the Certificate of land use rights, ownership of houses and other assets attached to land and documents related to the recovered land area to the Department of Agriculture and Environment.
Previously, in March 2026, the City People's Committee issued a notice to recover 2,294 m2 of land of Thuy Nguyen Trading Joint Stock Company in Hung Dao ward due to violations of land law.
As Lao Dong reported, Hai Phong City Police are investigating the case of "Fraudulent appropriation of property", which occurred at the Anh Dung IV housing project, related to Thuy Nguyen Trading Joint Stock Company. This company is headed by Tran Huy Cuong (born in 1973, residing in Ngo Quyen, Hai Phong), former General Director, Chairman of the Board of Directors.
During his time as legal representative of the company, Tran Huy Cuong used 40 land use right certificates of the project mortgaged to the bank to borrow capital at the bank, but Cuong's loans did not ensure the "credit conditions" of the bank.
Hai Phong City Police have initiated a criminal case, prosecuted the accused and issued an arrest warrant for Tran Huy Cuong for temporary detention for the crime of Fraudulent appropriation of property stipulated in Clause 4, Article 174 of the Penal Code. At the same time, prosecuting and temporarily detaining many related defendants. Currently, the City Police are continuing to expand the investigation into organizations and other related subjects for handling according to regulations.
