However, the implementation process still has some difficulties and obstacles, especially in land recovery and planning compensation and support for Dai Nam Co., Ltd. On March 31, the Department of Agriculture and Environment and the Department of Construction coordinated with the People's Committee of Chau Ninh commune, Land Fund Development Center No. 1 and the investor to hold a meeting and agree on a handling plan.
At the meeting, delegates focused on analyzing the causes of existing problems and obstacles, and at the same time proposed solutions to accelerate the progress of site clearance.
The Department of Agriculture and Environment requested the Provincial People's Committee to direct localities and relevant units to focus manpower, urgently complete and approve compensation, support, and resettlement plans; organize payments to people, soon hand over land to investors, and strive to complete before April 30 according to the direction of the Provincial Key Project Steering Committee.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam acknowledged the proactiveness of departments, branches, and localities, but also frankly pointed out that the progress of site clearance is still slow and has not met the set requirements.
The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to focus on thoroughly removing difficulties and obstacles; organize flexible and drastic implementation, in accordance with legal regulations, ensuring progress. The goal is to basically complete site clearance by April 30, creating conditions to soon start construction of the Club House area of the project.
At the same time, departments, branches, and localities are required to strengthen propaganda, publicize, and make transparent mechanisms and policies for compensation, support, and resettlement in order to create consensus among the people; ensure the legitimate rights and interests of people and businesses, and promptly detect and prevent acts of policy profiteering and violations of the law.
In the process of implementation, if difficulties and obstacles arise, units continue to report to the Provincial People's Committee for timely direction to remove them.
