Chuyen My commune (Hanoi) is implementing a 30-day campaign to review and remove free "T" data for people on land use right certificates (also known as red books) that have been issued.
Talking to Lao Dong Newspaper, a representative of the Economic Department of Chuyen My commune said that the campaign was launched from July 15 - August 15, applying to cases named in the Land Allocation Decision or Land Use Right Recognition issued by competent authorities (mainly the old Phu Xuyen District People's Committee in the period 2000-2006).
The name of the land user, the allocated area and the area recorded on the land use right certificate must match the list of households and individuals named in the land allocation/land use right recognition decision of the competent authority (closed with the detailed list of land allocation/land use right recognition decisions).
The land use right certificate is currently recording the land use purpose as "T".
Regarding the implementation process, people will go to the village cultural houses to declare information and return the red book to the village head. After that, the village head will transfer the dossier to the Commune People's Committee for settlement according to regulations.
How many dossiers are received, the government will handle immediately to hand them over to the people, not allowing dossiers to be backlogged. The commune is speeding up the progress, setting a goal to complete the campaign sooner than expected" - said the representative of the Economic Department of Chuyen My commune.
According to a representative of the Economic Department of Chuyen My commune, the "T" symbol on the red book does not clearly show the land use purpose.
There are many types of land such as residential land, pond land, garden land... but many cases were issued certificates previously stating the purpose of use of the letter "T", causing difficulties for people in the process of carrying out civil transactions" - said the representative of the Economic Department of Chuyen My commune.
Therefore, the deletion of the "T" will help people fully exercise their legitimate rights such as: Inheritance, donation, transfer, mortgage of land use rights and other civil transactions related to land.
People's records need to be prepared to erase the "T" data on the red book
Basic (compulsory) documents, including:
Application for registration of land changes and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP; issued land use right certificate (original); photocopy of the Citizen Identity Card of the land user.
Supplementary dossiers for each case, as follows:
In case the certificate is issued to a household where the person named has passed away; the document confirming residence information at the time of issuance of the certificate is certified by the Commune Police; a member of the household named declares and completes the dossier (no written agreement to appoint a representative is required).
In case the certificate is issued separately for the deceased individual: Written agreement to appoint a representative certified by a competent authority.
In case of certificates issued to households: Only one representative in the household needs to be named to declare and complete the dossier to re-determine the residential land area.
