The Ministry of Construction has just announced information on housing and the real estate market in the second quarter of 2026. The Ministry of Construction said that, according to data from the State Bank of Vietnam, as of June 30, 2026, outstanding credit for real estate business activities reached more than 2.5 million billion VND, an increase of about 12.71% compared to the first quarter of 2026.
In the second quarter of 2026, credit for the real estate sector will continue to be controlled in a cautious and selective direction, prioritizing capital sources for projects with full legal status, deployment capacity, completion and creating real supply for the market. The capital access capacity of real estate businesses is clearly differentiated between businesses and projects; investors with financial capacity, feasible business plans, stable cash flow have easier access to credit, while projects with legal obstacles and low liquidity still face difficulties.
Regarding the general level of interest rates, the general level of lending interest rates tends to adjust upwards. According to market research reports, real estate lending interest rates are commonly around 12-14%/year, while many loans after preferential periods have switched to floating interest rates of about 13-15%/year, even 15-16%/year at some banks. Increased capital costs reduce the ability to absorb credit of homebuyers, while increasing financial pressure on investors, especially businesses with high leverage ratios or long-term projects.
According to surveys by some research organizations, the capital demand of businesses is still high, most businesses have a need to borrow, mainly to maintain operations, supplement working capital and implement projects. Regarding the ability to access credit for homebuyers, it is still a bottleneck, as many businesses say that customers face difficulties or are very difficult when borrowing capital.
High interest rates, low borrowing limits and the requirement to prove income continue to limit purchasing power, especially for customers with limited financial capacity. Difficulty accessing credit also increases unsuccessful transactions. As a result, capital costs and credit conditions continue to affect market absorption, liquidity and recovery momentum.
According to the Ministry of Construction, the synchronous implementation of the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law and guiding documents has gradually removed legal obstacles, creating conditions to promote project implementation and improve supply. At the same time, the Government, the Prime Minister and ministries, branches, and localities continue to implement many solutions such as removing difficulties for projects, promoting the development of social housing, operating appropriate credit policies and strengthening publicity and transparency of market information.
In general, the real estate market in Q2/2026 is basically stable. In the coming time, it is necessary to continue to improve institutions, accelerate the removal of legal obstacles, improve access to capital sources and develop product structures suitable to market needs to ensure the safe, healthy and sustainable development of the real estate market.
