On August 18, the Joint Venture of Saigon - Bac Giang Industrial Park Joint Stock Company and Evergreen Bac Giang Sustainable Development Investment Joint Stock Company held the Groundbreaking Ceremony of the Tien Duong 2 Social Housing Area Construction Investment Project, Phuc Thinh commune with the commercial name Evergreen Premium.
Evergreen Premium has a scale of nearly 40ha, with 21 buildings, providing more than 8,000 apartments when completed. The project has a fully planned internal utility system, including schools of all levels (kindergarten, primary school, secondary school), commercial - service centers, green parks, sports areas, swimming pools, community living areas, parking lots and many other public spaces, meeting the needs of residents for learning, playing, shopping and health training.
In addition, residents also benefit from the developing infrastructure and service network in the North of Hanoi such as Kim Quy Park, international hospitals, new administrative centers and large-scale commercial complexes.
Speaking at the groundbreaking ceremony, Mr. Duong Duc Tuan - Standing Vice Chairman of Hanoi City People's Committee said that currently the social housing development work in Hanoi Capital is achieving positive signs.
As of now, Hanoi has approved investment policies for 151 investment projects with a scale of 135,400 apartments. In the first 6 months of 2026 alone, the city has had 30 investment projects started and are being implemented with about 24,000 apartments.
In particular, in July and August, the city started construction of 3 more large investment projects. In 2026, the city will start construction of 115 projects to implement the housing development plan program, including social housing development.
We set a goal to resolutely complete at least 18,700 apartments in 2026, aiming to supply about 25 - 27,000 apartments in the market. At the same time, the city is strongly applying the green lane mechanism, cutting at least 50% of the time to resolve administrative procedures on planning, land, investment and construction to create maximum conditions for investors" - Mr. Tuan affirmed.
Regarding Evergreen Premium, the Standing Vice Chairman of Hanoi City People's Committee assessed that this will be a livable urban area, contributing to changing the appearance and infrastructure in Phuc Thinh commune - a locality that is piloting the "socialist commune and ward" model.
Speaking at the ceremony, Mr. Dang Thanh Tam - representative of the investor said that the biggest difference of the Evergreen Premium standard is the synchronous living environment with full amenities.
We dedicate more than 32,400m2 to the education system at all levels (kindergarten, primary school, secondary school), combined with a commercial - service center, green park, outdoor sports area and centralized parking lot - bringing complete convenience right in front of the house.
According to the plan, the project will be strongly implemented in the period from now to 2027, expected to provide more than 8,000 apartments. The entire project is expected to be completed in the fourth quarter of 2030" - Mr. Tam said.
At the groundbreaking ceremony, representatives of the investor committed to a number of contents: Strictly comply with legal regulations on investment, construction, business and operation of social housing; ensure compliance with design documents and construction standards as prescribed; mobilize maximum financial resources, human resources and technology to implement phase 1 according to plan.
Along with that, strictly comply with regulations throughout the construction process and commit to the legitimate rights of people, customers and the community as the focus; publicity and transparency in the project implementation process and constantly improve service quality and quality of life for residents.
The project to invest in the construction of Tien Duong 2 Social Housing Area has been approved for investment policy by the Hanoi People's Committee in Decision No. 6619/QD-UBND and approved for investors to implement the project in Decision No. 4454/QD-UBND.
Located on Vo Nguyen Giap street in the Nhat Tan - Noi Bai urban corridor, the project has the advantage of connecting with the center of Hanoi, Noi Bai International Airport and the northern areas of the Capital through existing traffic infrastructure and planned bridge routes such as Nhat Tan, Dong Tru and Tu Lien.
The area around the project is being invested in completion with a system of national highways, ring roads and metro lines No. 2, 4, 10, adjacent to Dong Anh General Hospital and a system of schools and regional-scale commercial centers.
