On June 6, the People's Committee of Hai Phong City had a working session with a number of citizens who made recommendations related to the Project to expand the Blasting Safety belt of Phuc Son Cement Company at Trai Son Mountain, Ninh Son Commune, Thuy Nguyen City, Hai Phong.
Mr. Le Anh Quan - Permanent Vice Chairman of Hai Phong City People's Committee - chaired the meeting. Also attending were representatives of the Government Inspectorate, the City Inspectorate, the Justice, Agriculture and Environment sectors, representatives of the People's Committee of Thuy Nguyen City and citizens of Ninh Son Commune, Thuy Nguyen City making recommendations.

According to Mr. Nguyen Trong Loan, Mac Van Trinh, Le Xuan Hien representing some citizens of Ninh Son commune, Thuy Nguyen city, the petition: After many years, many petitions, the City People's Committee has organized a resolution. At the working session on March 28, 2025, the People's Committee of Hai Phong City issued a conclusion directing relevant agencies and units to implement the recommendations of citizens.
Up to now, these men have only made recommendations on 2 contents: Proposal to receive late payment fees according to the provisions of Clauses 1 and 2, Article 93 of the 2013 Land Law; and request to consider resolving resettlement land for some cases of households and sub-households according to regulations.
Responding at the meeting, a representative of the People's Committee of Thuy Nguyen City said: Since 2019, Phuc Son Company has sent an official dispatch to the General Department of Land Management (Ministry of Natural Resources and Environment - now the Ministry of Agriculture and Environment) to ask whether compensation for people when reclaiming land must be paid in interest when it has agreed to pay compensation to households or not? The General Department of Land Management has responded in writing that it does not have to pay interest due to late payment. Therefore, the petition of households to receive late payment fees is unfounded.
As for the proposal to grant resettlement land to some main households and sub-households (24 households with petitions), based on the review results, the district issued documents responding to the petition as "no basis for resolution".

Based on the opinions of departments, branches and units at the meeting, the Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan concluded: There is no basis to resolve the petitions of households. At the same time, the Vice Chairman asked the People's Committee of Thuy Nguyen City to continue reviewing and responding to citizens. In the process of resolving petitions, households must comply with the provisions of law.
On the same day, Vice Chairman Le Anh Quan also worked with Ms. Nguyen Thi Thuy and a number of citizens of Xanh Soi Residential Group, Thuy Duong Ward, Thuy Nguyen City on recommendations related to the recovery and site clearance for the implementation of the Investment Project to build a Trade Center, offices, apartments, high-end villas for sale and rental, 5-star hotels and night market food areas (Project) in Thuy Duong Ward.

Accordingly, the households said that the aforementioned project is not a land acquisition project in accordance with Article 62 of the 2013 Land Law; Therefore, the investor must carry out the agreement with the people in accordance with Clause 2, Article 36 of Decree 181/2004/ND-CP of October 29, 2004 of the Government on the implementation of the Land Law and Article 73 of the 2013 Land Law.
Households requested the People's Committee of Thuy Nguyen district to allocate non-agricultural production and business land to families; Proposal for compensation according to the current land price.
The households also have their own recommendations for each household, focusing on the compensation level and requesting to be granted resettlement land.
Regarding these recommendations, representatives of Thuy Nguyen City People's Committee, departments and branches said that they have reviewed, considered and considered that there is no basis for resolution.
Vice Chairman Le Anh Quan said; The project has quite a long time, affecting the overall development of the locality. At each time, the compensation policy regime when land acquisition is different. The households said that the level of compensation is low but the locality also complies with regulations. Therefore, it is suggested that households share and agree with the handling of the agencies and agencies because the locality also has no bases to solve.
