On August 11, Lao Cai Provincial People's Committee informed that the province has just issued Decision No. 62 stipulating the percentage to calculate the unit price for land lease, land for underground construction and the area of land with water surface in the province.
The decision applies to land users who are leased land by the State, extended, adjusted land use term or adjusted land lease decisions in cases where land rent must be paid together with relevant agencies, organizations, and individuals.
For cases of annual land rent without auction, the rate of calculation of land rent unit price is divided by area and purpose of use.
In 10 wards including Lao Cai, Cam Duong, Sa Pa, Au Lau, Nam Cuong, Van Phu, Yen Bai, Cau Thia, Nghia Lo and Trung Tam, the rate is 1.8% for commercial and service land; 1.5% for non-agricultural production and business establishments, land used for mineral activities and some agricultural land groups; 1% for the remaining types of land.
In 19 communes including Tran Yen, Mau A, Luc Yen, Van Chan, Mu Cang Chai, Hanh Phuc, Yen Binh, Coc San, Hop Thanh, Bao Thang, Phong Hai, Bao Yen, Bao Ha, Van Ban, Vo Lao, Bac Ha, Si Ma Cai, Bat Xat and Muong Khuong, the corresponding levels are 1.5%, 1.2% and 1%.
In the remaining communes, the ratio is 1.2% for commercial and service land; 1% for non-agricultural production and business land, land used for mineral activities and prescribed land groups; 0.8% for the remaining types of land.
Land in industrial parks and clusters alone has a rate of 0.8%.
For land for underground construction, the land lease unit price is equal to 30% of the surface land lease unit price for the same purpose and term of use. For underground works for parking lots, this level is 10%.
The area of land with water surface is calculated at 50% of the land lease unit price of adjacent land types, assumed for the same purpose and term of use.
The decision takes effect from August 20, 2026, replacing the relevant regulations of the Lao Cai Provincial People's Committee and the Yen Bai Provincial People's Committee (old).
Cases that already have land lease unit prices before the new decision takes effect and are in the stable unit price period continue to implement according to the determined level until the end of the stable period.
